NOTICE TO BIDDERS
(Chapter 103D, HRS)

Sealed bids will be received at the Hawaii Housing Finance and Development Corporation (“HHFDC”), 677 Queen Street, Suite 300, Honolulu, Hawaii 96813 no later than 2:00 PM on May 25, 2017, for VILLAGES OF KAPOLEI – REPAIRS AND REHABILITATION OF SEWER AND DRAIN SYSTEMS, HHFDC Job No. 17-001-K85-S. Bidders must possess a valid State of Hawaii General Excise Tax License and a General Contractor’s License to be eligible to bid.

Beginning April 10, 2017, copies of the solicitation documents shall be made available at the HHFDC, Development Branch, at the address above. Notify the Solicitation Contact below to schedule a pick up. A non-refundable fee of $25.00 per copy will be assessed for administrative and printing costs. The fee shall be paid in the form of a cashier’s check made payable to “Hawaii Housing Finance and Development Corporation.”

All bids shall include the State General Excise Tax of 4.712%. The HHFDC may reject any and all bids and may waive any bid defects whenever HHFDC deems such action is in the best interest of HHFDC. The determination of the successful bidder will be made by HHFDC.

A Pre-Bid Conference will be held at HHFDC at the address above on May 3, 2017 at 10:00 AM. Attendance by all prospective bidders is recommended, but not required. A pre-bid site meeting will not be conducted, but the interested Bidders are encouraged to visit the area in which the sewer and drain work shall be performed, to familiarize themselves with existing conditions and the extent of services required as stated in the scope of services. Bidders are instructed to call HHFDC Housing Development Branch at (808) 587-0529 to arrange to view and/or make copies of the CCTV video recordings, pipeline and manhole inspection reports and as-built drawings.

Bidders shall submit a Bidder’s Statements of Qualifications, which must be received by the HHFDC no later than 2:00 p.m., May 5, 2017, and a Notice of Intent to Bid, which must be received by the HHFDC no later than 2:00 p.m., May 15, 2017, the tenth (10th) calendar day prior to the date designated for the opening of bids. The forms are included in the bidding documents and are available at the above address. The Bidder’s Statement of Qualifications and Notice of Intent to Bid may be submitted by hard copy delivered to the address above or fax at (808) 587-0600.
