Upon receipt of the Executive Program, annual budget, and proposed ordinances from the Mayor, this Notice in accordance of RCH Section 9 104 serves to notify the public of the Council’s intention to hold public hearings on the proposed Executive Program and annual budget and on the proposed annual Legislative Budget.

4. Bill 10 – Relating to the motor vehicle weight tax. (Increasing the motor vehicle weight tax.)

5. Bill 12 – Relating to parking meters. (Amending the Traffic Code of the City and County of Honolulu, as set forth in Chapter 15 of the Revised Ordinances of Honolulu 1990, to enable the City to adjust parking meter time limits and rates in accordance with supply and demand.)

6. Bill 27 – Authorizing the issuance and sale of General Obligation Bonds and Bond Anticipation Notes of the City and County of Honolulu in a maximum principal amount equal to the aggregate of the amounts appropriated in the Capital Budget Ordinance of said City and County for the Fiscal Year ending June 30, 2018, and specified in said Ordinance to be financed from the proceeds of the sale of such bonds and to be expended from the General Improvement Bond Fund, the Highway Improvement Bond Fund, Solid Waste Improvement Bond Fund, or the Housing Development Special Fund.

7. Bill 28 – Relating to public transit. (Amending Chapter 13 of the Revised Ordinances of Honolulu 1990, to enable the City to amend the fare structure of TheBus and TheHandi-Van.)

8. Bill 29 – Relating to collection and disposal of refuse. (Authorizing the City to charge for City-provided refuse collection services.)

9. Bill 30 – Relating to erosion, sediment, and pollution control. (Establishing a regulatory framework for attaining compliance with permit requirements and creating a source of funding that is needed to offset the City’s cost in implementing new requirements for erosion control and water quality protection.)

Advance notice is given that the Council may pass the Bill on third reading or may adopt the Resolution fixing the real property rates for the Fiscal Year July 1, 2017 to June 30, 2018 at a meeting to be held on Wednesday, June 7, 2017 in the Council Chamber, Honolulu Hale.

11. Fuel Tax Rates

(a) Bill 11 – Determining the County Fuel Tax Rates for the City and County of Honolulu. (Setting the County Fuel Tax Rates for the City and County of Honolulu.)

The Bill keeps the rate for the City and County of Honolulu fuel tax for biodiesel fuel and mixtures containing twenty percent or more of biodiesel with diesel or other fuels at eight and one-fourth (8¼) cents per gallon and increases the rate for all other liquid fuels from sixteen and one-half (16½) cents per gallon to twenty (20) cents per gallon starting from the date that this Bill takes effect as prescribed in Section 243-5, Hawaii Revised Statutes.

(b) Resolution 17-61 – Amending the City and County of Honolulu Fuel Tax.

The Resolution keeps the City and County of Honolulu fuel tax for biodiesel fuel and mixtures containing 20 percent or more of biodiesel with diesel or other fuels at eight and one-fourth (8¼) cents per gallon and increases the rate for all other liquid fuels from sixteen and one-half (16½) cents per gallon to twenty (20) cents per gallon starting from “the first day of the second month after the date of adoption” of this resolution as prescribed in HRS Section 243-5.

The foregoing rates are for consideration at the public hearing. The final county fuel tax rates may be higher or lower than the rates reflected above.

Advance notice is given that the Council may pass the Bill on third reading or may adopt the Resolution fixing the county fuel tax rates at a meeting to be held on Wednesday, June 7, 2017 in the Council Chamber, Honolulu Hale.

The above items have been published in anticipation of the action to be taken by the City Council Budget Committee; and therefore, the City Council may or may not take action on each of the items or any amendments proposed thereto.
