The Department of Health (DOH) tentatively proposes to reissue a National Pollutant Discharge Elimination System (NPDES) permit to discharge waste water associated with the operation of the Haleiwa Wells GAC Facility to receiving State waters, subject to certain effluent limitations and special conditions to:

The proposed permit for the existing discharge will expire five (5) years from the effective date.
The City and County of Honolulu, Board of Water Supply (Permittee) proposes to discharge wastewater associated with the operation of four (4) GAC contactors at the Haleiwa Wells GAC Facility located in Haleiwa, Island of Oahu, Hawaii. The contactors will be capable of producing approximately two (2) million gallons per day of potable water.
Discharges from the facility include standby contactor refreshing water; dewatering and disinfection water associated with the removal of spent GAC; defining, backwashing/stratification, and forward flushing water associated with the preparation of new GAC beds; and water from routine backwashing of the GAC bed. The Permittee proposes to discharge the wastewater to Opaeula Stream through Outfall Serial No. 001, at Latitude 21.580653° N and Longitude 158.101208° W.
The receiving water, Opaeula Stream, is classified by the DOH as Class 2 Inland Waters under Hawaii Administrative Rules, Section 11-54-3. The objective of which is to protect their use for recreational purposes, the support and propagation of aquatic life, agricultural and industrial water supplies, shipping, and navigation.
Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either in person or by mail, to:

All comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.
If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
