PUBLIC NOTICE
COUNTY OF HAWAI`I
FOR THE SECTION 8 PROJECT-BASED VOUCHER PROGRAM

The Office of Housing and Community Development (OHCD) will be accepting proposals from property owners for the Section 8 Project-Based Voucher Program, known herein as the Project-Based Assistance (PBA) Program. This request for proposal is established pursuant to Title 24, Chapter VIII of the Code of Federal Regulations, 24 CFR Section 983.

Under the PBA program, the OHCD will attach a PBV Housing Assistance Payment Contract (Agreement) to an existing structure or to a structure if the owner agrees to rehabilitate or construct the structure other than with assistance provided under the United States Housing Act of 1937. The rent for each unit in the selected structure(s) will be subsidized by the OHCD when the owner leases the unit to an eligible family. The purpose of this program is to encourage property owners to make available rental housing unit(s) to low-income families at rents within the current housing fair market rents.

Rehabilitation or new construction of selected projects cannot begin until the OHCD and the owner(s) have executed an Agreement.

The OHCD estimates that up to fifty (50) units in the County of Hawai`i will be assisted under the funding available for this purpose.

Proposal packets will be available at the OHCD in Hilo at 1990 Kino`ole Street, Suite 105 or 50 Wailuku Drive, or in Kona at the West Hawaii Civic Center, 74-5044 Ane Keohokalole Highway, Building B,2nd Floor between the hours of 7:45AM and 4:30PM beginning November 28, 2016.

Only proposals submitted in response to this notice will be considered. Applications must be received by the OHCD at 1990 Kino`ole Street, Suite 105, Hilo, Hawai`i no later than 4PM on January 17, 2017.
