ADOPTION OF SUBCHAPTER 8 ENTITLED “EXTENSION OF SPECIAL RENT SUPPLEMENT PROGRAM EMERGENCY RULES”, UNDER TITLE 17, CHAPTER HPHA-RS WHICH EXTENDS AND RENEWS FOR AN ADDITIONAL 120 DAYS AFTER OCTOBER 17, 2016 THE SPECIAL RENT SUPPLEMENT PROGRAM EMERGENCY RULES OF THE HAWAII PUBLIC HOUSING AUTHORITY

Pursuant to sections 91-3 and 91-4, Hawai’i Revised Statutes, the Hawaii Public Housing Authority (HPHA) hereby provides notice that it adopted a 120-day extension to the emergency administrative rules which established a Special Rent Supplement Program under Title 17, Chapter HPHA-RS, Hawai’i Administrative Rules, that provides rent supplement payments to housing owners on behalf of eligible homeless families and who receive case management services from organizations providing services to the homeless. These rules set forth eligibility and participation requirements, a process to issue monthly rental subsidies, and a special temporary waiting list of eligible persons to be served based on date and time. These rules also allow the HPHA to contract with qualified homeless provider agencies to administer this program in whole or in part, in partnership with HPHA. These rules are substantively based on Chapter 15-184, Hawaii Administrative Rules, entitled “Rent Supplement Program”. The adopted extension provides an additional 120 days after October 17, 2016 for the HPHA to continue to implement the Special Rent Supplement Program.
