HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM
COMMUNITY HOUSING DEVELOPMENT ORGANIZATION (CHDO) FUNDS

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the following is provided for your information. The City proposes to revise its Twenty-Second (22nd) Year Action Plan submitted to the U.S. Department of Housing and Urban Development (HUD) to include a project that will be funded with HOME CHDO set-aside funds to meet the program requirements of 24 CFR §92.300(a). Pursuant to the City’s Action Plan Process, the City issued a Request For Proposals (RFP) for HOME CHDO funds but did not receive any proposals. In order to meet the HUD requirement of including a HOME CHDO project in its Action Plan, and to prevent the potential loss of HUD funds, pursuant to guidance provided by HUD, the City intends to fund a project to develop affordable rental housing for households at or below 60% Area Median Income (AMI) in the Primary Urban Center (Honolulu).

Project Description: The City will award $456,651 in HOME CHDO funds to a project to develop approximately two (2) affordable rental housing units for households at or below 60% Area Median Income (AMI).
