NOTICE TO BIDDERS
Sealed bids for JOB NO. 1994-590, CONSTRUCTION OF PI’IHONUA-KUKUAU RESERVOIR AND TRANSMISSION IMPROVEMENTS, District of South Hilo, County of Hawai’i, State of Hawai’i, will be received by the Department of Water Supply, County of Hawai’i, at:
1) 345 Kekuanao’a Street, Suite 20, Hilo, Hawai’i, OR
2) Office of the Mayor, West Hawai’i Civic Center,
75-5044 Ane Keohokalole Highway, Building C, 2nd Floor, Kailua-Kona, Hawai’i, until, May 13, 2016, at 2:00 p.m., when they will be publicly opened and real aloud. Bids received after the time fixed for opening or delivered elsewhere other than specified herein will not be considered.
The project generally consists of installing a new 2.0 million gallon reinforced concrete water tank, site piping, inlet and outlet piping and controls, various tank appurtenances, SCADA capability, and associated sitework, and installation of a 16″ transmission pipeline along existing roadways and cross country, PRV units, and paved maintenance access roadway.
To be eligible to submit a bid, the Bidder and/or his subcontractor must possess all required valid State of Hawai’i contractor’s licenses.
One (1) compact disc containing the OFFICIAL plans, specifications, instructions, and terms and conditions may be obtained at the Office of the Manager-Chief Engineer, Suite 20, 345 Kekuanao’a Street, Hilo, Hawai’i, 96720 at no charge to the company. Any additional compact discs will be provided upon receipt of TWENTY-FIVE DOLLARS ($25.00) per compact disc, in cash or in the form of a certified check, cashier’s check, or company check, made payable to the Department of Water Supply, which is non-refundable. The Department of Water Supply will, at the request of the bidder, forward by mail any plans, specifications and forms in electronic format. The Department will not assume responsibility for the timely delivery and receipt of the bidding documents by the prospective bidder(s).
Prospective bidders must file with the Manager-Chief Engineer their “Intent to Bid” no later than ten (10) calendar days prior to the time advertised for opening of bids. If the tenth (10th) calendar day prior to the date designated for opening of bids falls on a Saturday, Sunday, legal State holiday, or Furlough day, the written notice of intent must be received no later than 4:30 p.m. on the last working day immediately prior to said Saturday, Sunday, legal State holiday or Furlough day.
The original executed and notarized Standard Qualification Questionnaire for Offerors form (“SQQO”) provided by the Department of Water Supply is required to be filed with the Manager-Chief Engineer for evaluation no later than eight (8) days prior to the time advertised for the opening of bids unless the bidder has previously filed a Questionnaire within the previous two (2) years of the date of opening of bids. If the eighth (8th) calendar day prior to the date designated for opening of bids falls on a Saturday, Sunday, legal State holiday, or Furlough day, the original SQQO must be received no later than 4:30 p.m. on the last working day immediately prior to said Saturday, Sunday, legal State holiday or Furlough day.
A pre-bid meeting will be held on April 27, 2016, at 10:30 a.m. at the Department of Water Supply Conference Room, 345 Kekuanao’a Street, Hilo, Hawai’i. All potential interested bidders, offerors, subcontractors, and union representatives are invited to attend.

The Hawai’i products preference pursuant to HRS 103D-1002 is applicable for this solicitation. Persons wishing to certify and qualify a product not currently listed as a Hawai’i Product shall submit a Certification for Hawai’i Product Preference (form SPO-038) to: Department of Water Supply, Manager-Chief Engineer, 345 Kekuanao’a Street, Suite 20, Hilo HI 96720. For each product, one form shall be completed and submitted (i.e. 3 products should have 3 separate forms completed). The bid opening and pre-bid meeting(s) required for this project (if any, as set forth above) are scheduled at venues that are accessible to persons with disabilities. The Department of Water Supply reserves the right to reject any and/or all bids, and to waive informalities.
