NOTICE OF PUBLIC HEARING
RELATING TO CAR SHARING
Pursuant to chapter 91, Hawaii Revised Statutes, the Department of Transportation Services (DTS) will receive written comments and hold a public hearing at the Mission Memorial Public Hearing Room, Mission Memorial Building, 550 S. King Street, 1st Floor, at 1:30 p.m., Wednesday, May 4, 2016, for the purpose of public comment and discussion on the proposed rules and regulations for the Public Transit Supportive Services – Car-Sharing Program, adding a new article to Chapter 15, Traffic Code, Revised Ordinances of Honolulu.
Persons who wish to testify and comment may either testify in person at the Department of Transportation Services meeting or submit written comments to the Director of Transportation Services at least three (3) working days prior to the date and time of the hearing.
Ordinance 15-35 was implemented on August 19, 2015, pursuant to the approval of a new article, “Public Transit Supportive Services” to Chapter 15 of the city traffic code for the purpose of establishing a car-sharing program in connection with the public transit system to improve the mobility of Honolulu residents by providing support and regulation of car-sharing organizations.
The City’s proposed rules and regulations enables qualifying car-sharing organizations to apply for two types of permits: (1) the reserved car-sharing parking stalls program and, (2) the car-sharing meter parking decals program.
The reserved car-sharing parking stalls program allows car-sharing organizations to apply for the exclusive use of reserved car-sharing stalls in city-controlled public off-street parking facilities. The car-sharing organization would pay an annual fee for the exclusive use of reserved car-sharing stall(s) and be required to affix a sticker to the car-sharing vehicle, and, have signage installed that demarks each stall with a car-sharing sign and logo.

The car-sharing meter parking decals allows car-sharing organizations to apply and pay for decals that would allow them to park car-sharing vehicles in on-street metered parking stalls.
The City seeks public input from persons on the proposed rules. Copies of the proposed rules and regulations for the Public Transit Supportive Services Car-Sharing Program is available for use and examination by the public during regular business hours at the Department of Transportation Services, 640 S.
