NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Water Board of the County of Hawai’i will hold a public hearing at the Department of Water Supply, Operations Center Conference Room, 889 Leilani Street, Hilo, Hawai’i on March 22, 2016, at 9:45 a.m. for the following purposes:
A. Pursuant to Sections 8 2(c) and 10-4 of the Hawai’i County Charter, considering and adopting the proposed Fiscal Year 2017 Operating Budget and 5-year Capital Improvements Budget for the Fiscal Years 2017-2021. The summary of the proposed Operating Budget is as follows:

B. Pursuant to Chapter 54, Part III, Hawaii Revised Statutes, the hearing will also be for the purpose of hearing views and comments of all persons interested in the following proposal for a new Energy CIP water rate to be applied by the Department of Water Supply, County of Hawaii, for all districts.
PROPOSED ENERGY CIP RATE (per 1,000 gallons)
The Department proposes implementation of a new rate to provide funding for energy related projects designed to reduce the Department’s reliance on purchased power. The new rate will be adjusted annually in conjunction with the Department’s annual budget based on energy related projects identified by the Department for the year.
Beginning July 1, 2016, the Department proposes the new Energy CIP rate be set at $.05 per 1,000 gallons to generate approximately $460,000 for the following projects:
1) Install power factor correction capacitors at 16 well sites, $240,000.
2) Install variable frequency drives at 2 well sites, $220,000.
All those desiring to express their views, arguments, or submit data on the above matter may do so by submitting statements in writing to the Chairperson of the Water Board of the County on or before the date of the public hearing; but anyone interested may appear in person to submit their data, views, or arguments orally before the Water Board at the hearing. Submissions made to the Chairperson prior to the date of the hearing shall be mailed or delivered to the Chairperson in care of the Department of Water Supply, 345 Kekuanao’a Street, Hilo, Hawai’i 96720.
