NOTICE OF PUBLIC HEARING
APPLICATION OF HAWAII ELECTRIC LIGHT COMPANY, INC.
FOR APPROVAL TO CONSTRUCT A 69kV OVERHEAD TRANSMISSION LINE FOR ITEM H0001817 – KAWAILANI STREET IMPROVEMENTS PHASE 2B – 69kV OVERHEAD RELOCATION
Docket No. 2015-0354
The STATE OF HAWAII PUBLIC UTILITIES COMMISSION (“commission”), pursuant to Hawaii Revised Statutes §§ 269-27.5 and 269-27.6(a), HEREBY GIVES NOTICE that it will hold a public hearing relating to the Application of Hawaii Electric Light Company, Inc. (“HELCO”), filed on October 2, 2015, for commission approval to relocate a 69 kilovolt (“kV”) overhead transmission line (the “Project”) through a residential area on Kawailani Street in the vicinity of Iwalani and Ainaola Drive in Waiakea, South Hilo. The public hearing will be held as follows:
Tuesday, February 16, 2016, at 10:00 a.m.
State Office Building
75 Aupuni Street
Makai Courtroom, 2nd floor
Hilo, Hawaii 96720
The Project was initiated at the request of the County of Hawaii in order to accommodate the County’s Kawailani Street Improvements Phase 2B project. The Kawailani Street Phase 2B project will widen the existing road and add turning lanes and traffic signals at the Iwalani Street and Ainaola Drive intersections. HELCO’s existing poles and lines along Kawailani Street interfere with these proposed road improvements, and HELCO requests commission approval to relocate the existing overhead 69kV transmission line from the north to the south side of Kawailani Street to accommodate the County’s road widening request.
HELCO proposes to install (1) five new 85-foot wood poles, one new 90-foot wood pole, and two new 95-foot steel poles; (2) eight anchors; and (3) 1,563 circuit feet of 69kV overhead conductors and shield wire for the transmission pole line relocation. HELCO also proposes to install poles, anchors and overhead conductors for 12kV distribution lines, as well as remove some existing transmission equipment, which are not the subject of this hearing.
HELCO expects the Project to begin in June 2017, with an anticipated completion date in December 2017.
Copies of HELCO’s Application are available for public review through the commission’s electronic Document Management System, accessible at http://dms.puc.hawaii.gov/dms/. In addition, copies of HELCO’s Application are also available for review by contacting HELCO [(808) 969-6999 (Hilo); (808) 329-3584 (Kona); (808) 885-4605 (Waimea)], the commission’s Honolulu Office [(808) 586-2020], or the Division of Consumer Advocacy [(808) 586-2800].
All interested persons are invited to attend the public hearing to state their views on HELCO’s Application. Statements may also be mailed to the Public Utilities Commission, 465 South King Street, Room No. 103, Honolulu, Hawaii 96813, or e-mailed to Hawaii.PUC@hawaii.gov.
