A REQUEST TO REVIEW AND CONSIDER TWO ALTERNATIVE UNCODIFIED (DRAFT) ORDINANCES FOR A ONE-TIME RENEWAL OPPORTUNITY TO HOLDERS OF NONCONFORMNG USE CERTIFICATES THAT LAPSED DURING THE 2014 RENEWAL CYCLE

The City Council-initiated bill (referenced as Exhibit A to the Resolution No. 15-230) provides only holders of Nonconforming Use Certificates (NUC) of bed and breakfast homes the opportunity for a one-time renewal of certificates that lapsed during the 2014 renewal cycle.

The Department of Planning and Permitting (DPP) is proposing an alternative version to the Council-initiated proposal (referenced as Exhibit B), that qualifies all NUC-holders whose certificates expired after September 30, 2014, the opportunity for a one-time renewal. The changeover to the new, computer- based renewal process for which many NUC holders had difficulty adjusting is the justification for the proposed legislation.

Public testimony is to be taken at the hearing by registering at the public hearing. Written testimony (15 copies) may be filed with the Planning Commission at least two (2) business days before the date and time of the hearing. Attendance at the public hearing is not necessary to submit written testimony. One copy may be faxed to 768-6743 or mailed (Planning Commission, 650 South King Street, 7th Floor, Honolulu, Hawaii 96813).
