NOTICE TO PROVIDERS
REQUEST FOR PROPOSALS
TO OPERATE A CERTIFIED REDEMPTION CENTER ON LANAI
FOR THE HAWAII DEPOSIT BEVERAGE CONTAINER PROGRAM

The State of Hawai’i, Department of Health, Office of Solid Waste Management (department) is soliciting proposals to operate a certified redemption center on Lanai for the State deposit beverage container program. Lanai is a rural island that is currently underserved by private sector recycling companies.

Proposals shall involve the fulfillment of a scope of services that includes but is not limited to: operating a certified redemption center (CRC) on Lanai, measure and document the value and effectiveness of the CRC’s service to the public, and to provide regular status reports to the department.

The contract period shall be for one year, with an option to extend up to two additional years. The department expects the contract to commence on
January 1, 2016.

Discussions may be conducted with offerors; however, proposals may be accepted on evaluation without discussions.

Contract award will be based on the proposer’s previous experience, capability to perform the services, knowledge and ability to operate a CRC, and the cost of services.

Statements of qualifications along with complete proposals must be received by the department no later than 2:00p.m. (Hawaii Standard Time), Friday, December 4, 2015.
