STATE LANDS INFORMATION SYSTEMS MANAGER Exempt, renewable, non-civil service position. Duties include but are not limited to the following: This position is responsible for managing and coordinating the $2 million project to develop and maintain the State Land Information Management System (SLIMS), an automated information system which integrates the accounts receivable, State land inventory, property management, Geographic Information System (GIS) and other related functions of the Land Division; developing an information strategic plan, assessing the current system and workflows, defining system requirements, identifying alternatives, defining the system design, conducting request for proposal processes as necessary, overseeing consultants and vendors to ensure successful development and implementation of the system, providing training and user materials to staff on the system and troubleshooting problems identified by staff; developing and maintaining the division’s network, intranet and internet; and providing planning, systems analysis, design, development, enhancement, maintenance, guidance and other technical support services for departmental WAN-based database application systems including developing and implementing the departmental GIS strategic plan and representing the department as the GIS Coordinator. Performs other duties as assigned. Education: Graduation from an accredited four (4) year college or university with a bachelor of arts or science degree in computer science or in a related major. Experience: Three and one-half (3-1/2) years of progressively responsible professional work experience which involved the development and implementation of a large and complex computer system. Such experience must have demonstrated the ability to elicit information orally and in writing, to apply problem solving methods and techniques to difficult and complex situations and problems, and to identify alternatives and prepare clear and concise written reports and recommendations for action. Specialized Experience: One and one-half (1-1/2) years of progressively responsible professional work experience which involved designing, adapting and implementing a computerized land management, property management or related information system, including accounts receivable, land inventory, property management, GIS and other related functions. Such work experience generally involved responsibility for conducting studies; working with affected parties and making recommendations to management for the development or revision of standards, policies or procedures; providing technical advice and direction to management; conducting research for the purpose of implementing or improving land management and accounts receivable systems; and/or developing guides to be used by management in the performance of accounting work.
