ON DRAFT AIR PERMIT
REGULATING THE EMISSIONS OF AIR POLLUTANTS
(Docket No. 15-CA-PA-32)
Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative
Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is
requesting public comments on a DRAFT PERMIT presently under review for:
Covered Source Permit (CSP) No. 0382-02-C
Renewal Application No. 0382-07
Significant Modification Application No. 0382-08
Mid Pac Petroleum, LLC
Kawaihae Terminal
Petroleum Bulk Loading Terminal
Located At: 61-3651 Kawaihae Road, Kawaihae, Hawaii
The DRAFT PERMIT is described as follows:
CSP No. 0382-02-C would grant conditional approval for the operation of an existing
petroleum bulk loading terminal. The applicant proposes to modify the petroleum
tank truck load rack’s current throughput limits of 333,000 barrels of gasoline, 37,000
barrels of ethanol, and 728,000 barrels of diesel no. 2/jet fuel per any rolling twelvemonth
(12-month) period to a maximum throughput of 1,460,000 barrels of gasoline,
162,060 barrels of ethanol, and 1,095,000 barrels of diesel no. 2/jet fuel per any
rolling twelve-month (12-month) period.
The applicant proposes to install and operate a vapor combustion unit to control VOC
emissions from the petroleum tank truck load rack and to comply with 40 Code of
Federal Regulations (CFR) Part 60, Subpart XX with the new throughput limits. The
proposed modification will result in the following emission increases as shown in the
table below.

The following federal regulations are applicable to the facility:
Petroleum storage tank no. 4129 is subject to 40 CFR Part 60, Subpart Kb – Standards
of Performance for Volatile Organic Liquid Storage Vessels (including
Petroleum Liquid Storage Vessels) for Which Construction, Reconstruction, or
Modification Commenced after July 23, 1984.
The petroleum storage tank nos. 4129, 4130, 4132, 4133, and the petroleum tank
truck load rack are subject to 40 CFR Part 63, Subpart BBBBBB, National Emission
Standards for Hazardous Air Pollutants for Source Category: Gasoline Distribution
Bulk Terminal, Bulk Plants, and Pipeline Facilities.
The petroleum tank truck load rack is also subject to 40 CFR Part 60, Subpart XX,
Standard of Performance for Bulk Gasoline Terminals.
This permit, if issued, will supersede Covered Source Permit No. 0382-02-C issued on
August 6, 2008, in its entirety.
The ADMINISTRATIVE RECORD, consisting of the APPLICATION and non-confidential
supporting materials from the applicant, the permit review summary, and the DRAFT
PERMIT, is available for public inspection during regular office hours, Monday through
Friday, 7:45 a.m. to 4:15 p.m., at the following locations:

All comments on the draft permit and any request for a public hearing must be in writing,
addressed to the Clean Air Branch at the above address and must be postmarked
or received by October 16, 2015.
Any person may request a public hearing by submitting a written request that explains
the party’s interest and the reasons why a hearing is warranted. The DOH may hold
a public hearing if a hearing would aid in DOH’s decision. If a public hearing is warranted,
a public notice for the hearing will be published at least thirty (30) days in
advance of the hearing.
Interested persons may obtain copies of the administrative record or parts thereof
by paying five (5) cents per page copying costs. Please send written requests
to the CIean Air Branch listed above or call Mr. Darin Lum at the Clean Air Branch at
(808) 586-4200. Electronic copies of the draft permit and permit review may be found

Comments on the draft permit should address, but need not be limited to, the permit
conditions and the facility’s compliance with federal and state air pollution laws, including:
(1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter
342B and HAR, Chapter 11-60.1.
DOH will make a final decision on the permit after considering all comments and will
send notice of the final decision to each person who has submitted comments or
requested such notice.
