WASTEWATER SYSTEMS

Pursuant to Hawaii Revised Statutes (HRS) Section 342D-7(i), the State Department of Health (DOH) seeks written comments from interested persons regarding the following. Ms. Becky Choi, State Housing Development Administrator, has applied for a variance for the maximum of five (5) years as stated in the variance application from Hawaii Administrative Rules (HAR) sections 11-62-03 and 11-62-31.1(a)(1)(D).
Mr. Roger Seibel, First Quality Building & Design, Inc., is the individual authorized to act for the applicant. The property is the Hawaii Public Housing Authority’s Kauhale O Hanakahi facility located at 19 Pamala Street, Hilo, Hawaii 96720, TMK (3) 2-4-052: 001, 138,590 square feet.
The applicant has made the following comments.
1. The renewal is for the continued use of the existing individual wastewater systems (IWSs) due to lack of available sewers for hook-up in the near future.
2. Twenty residential units are served by individual wastewater systems (IWSs). The units are contained within five “four-plex” buildings. Each residential unit has three bedrooms. This Facility is served by one or more separate IWSs. Each IWS has a septic tank and leach field.
3. Because sewers will not be available in the area within the near future, and because a single wastewater system of the proposed development would be considerably more expensive, IWSs are the preferred method of providing wastewater disposal for the proposed development.
4. The granting of this variance is in the public interest. Provision of additional federally funded low income public housing afforded by the variance would help to meet this demand.
