NOTICE IS HEREBY GIVEN of the following matters to be considered by the Leeward Planning Commission of the County of Hawaii in accordance with the provisions of Chapters 91 and 92, Hawaii Revised Statutes, Section 6-7.5(a) of the Charter of the County of Hawaii, and the Commission’s Rules of Practice and Procedure.

NEW BUSINESS – 9:30 a.m.
1. APPLICANT: CLEMENS CLASSEN (SPP 15-180)
Application for a Special Permit to establish a 3-bedroom bed and breakfast operation within an existing 5-bedroom dwelling on approximately 20.97 acres of land situated within the State Land Use Agricultural District. The property is located east (mauka) of Hawaii Belt Road at the 100 mile marker approximately 1.1 miles south of the intersection of Hookena Beach Road and Hawaii Belt Road in Waiea ahupuaa, South Kona, Hawaii, TMK: 8-6-001:013.
2. INITIATOR: PLANNING DIRECTOR (SMA 10-039)
Revocation of Special Management Area Use (SMA) Permit No. 10-000039 originally issued to Kawaihae Restaurant, LLC by the Planning Commission on May 3, 2010, to allow the establishment of a restaurant and commercial/recreational uses, facilities and activities consistent with the (Industrial- Commercial Mixed) MCX zoning on 1.32 acres in the Special Management Area. The property is located along the ocean (makai) side of Akoni Pule Highway just north of Kawaihae Harbor, South Kohala, Hawaii, TMK: 6-1-003:015.
3. APPLICANT: ALII BEACH ESTATES III CONDOMINIUM LOT OWNERS (SMA 314)
Amendment to Condition No. 3 (time to complete construction of three remaining dwellings) of Special Management Area Use Permit No. 314, which allowed the construction of six single-family residential units and related improvements within the Special Management Area (SMA). The property is located approximately 450 feet southeast (Keauhou side) of Kahakai Elementary School, Holualoa 1st and 2nd, North Kona, Hawaii, TMK:
4. APPLICANT: RT’S SERVICE, LLC (Amend SPP 1247)
Request to amend Special Permit No. 1247 by deleting Condition 2 (life of the permit), Condition 6 (increasing days and hours of operation), and increasing the number of stored vehicles. Special Permit No. 1247 was issued in 2004 to allow office and storage uses for investigative/collection services, a towing service, and short term parking for repossessed or disabled vehicles on approximately 14,273 square feet of land in the State Land Use Agricultural District. The property is located along the west side of Kauakea Road, approximately 400 feet north of the Kauakea Road-Mamalahoa Highway (Highway 19) intersection, and abutting the Nani Waimea Subdivision, Puukapu Homesteads, South Kohala, Hawaii, TMK: 6-4-017:Portion of 064.

5. APPLICANT: CHARLES E. LIPPS, JR. AND JANET S. LIPPS TRUST
Continued hearing on the application for a Change of Zone from an
Agricultural-3 acre (A-3a) to a Family Agricultural-1 acre (FA-1a) zoning district for approximately 3.039 acres of land. The property is located on Hiona Street, approximately 1,000 feet west of its intersection with Mamalahoa Highway, Keopu 3rd, North Kona, Hawaii, TMK: 7-5-024:078.

6. INITIATOR: PLANNING DIRECTOR (GPA-14-002)
An amendment to Map 14 of the Land Use Pattern Allocation Guide (LUPAG) Map of the County of Hawaii General Plan (adopted by Ordinance No. 05-025, amended by Ordinance Nos. 06-153 and 14-087) by changing the land use designation for portions of Keaau Village and immediately surrounding area as follows:
A-1: Low Density Urban to Medium Density Urban encompassing a contiguous area of approximately 475 acres from approximately 0.3 miles northwest (makai) of the intersection of Keaau-Pahoa Bypass Road and Highway 11 (Volcano Highway) to and including the area in the vicinity of Ulupono and Milo Streets, extending south of Kukula Street and then in a westerly direction to the boundary of the Keaau Ag Lots Subdivision to the Highway 11-Old Volcano Highway intersection along the Old Volcano Highway leading to the Village core.
A-2: Important Agricultural Land to Medium Density Urban encompassing the triangular area of approximately 112 acres from Kukula Street-Keaau Bypass Road intersection south to the Keaau Bypass Road- Keaau Pahoa Road intersection, and then approximately to the northeastern corner of the Keaau Ag Lots Subdivision.
