Request for Proposals
Community Assistance Program
The City and County of Honolulu, through its Department of Community Services requests proposals from qualified nonprofit agencies to address homelessness in the City and County of Honolulu.
Through the Community Assistance Program (the “Program”) the City and County of Honolulu is seeking to transition a minimum of 50 chronically homeless households, both singles and families, from the streets to emergency shelter, transitional shelter, or housing in the community. The services supported by the Program are targeted toward neighborhoods that have been impacted by concentrations of homeless persons and families, including downtown Honolulu, Chinatown, Iwilei, Kapalama, and Kalihi. The City is making available a total of $500,000 from the City General Fund for the operations of the Community Assistance Program.
Interested parties may obtain the Request for Proposals (RFP) packet free of charge from the City and County of Honolulu, Department of Community Services, 715 South King Street, Suite 311, Honolulu, Hawaii. Prospective proposers may also request a RFP packet via e-mail to Ms. Pamela Agena at pagena@honolulu.gov. A pre-proposal conference will be held by the City at the time and location specified below:

Although participation is not mandatory, all interested persons are encouraged to participate.
Proposals are due to the Department of Community Services, at the address disclosed in the Request for Proposals, no later than 2:00 p.m. on June 17, 2015.
