1. Resolution 15-51 – Relating to the appointment of Dr. Glenn A. Medeiros to serve on the Commission on Culture and the Arts of the City and County of Honolulu.

2. Resolution 15-52 – Relating to the appointment of Dana Kapua’ala Sproat to serve on the Board of Water Supply of the City and County of Honolulu.

3. Resolution 15-53 – Relating to the reappointment of James Shigeo Wataru to serve on the Fire Commission of the City and County of Honolulu.

4. Resolution 15-54 – Relating to the appointment of Edward M. Joseph to serve on the Board of Review III for Real Property Tax Appeals of the City and County of Honolulu.

The items listed below have been published in anticipation of the action to be taken by the City Council Standing Committees on March 3 to 5, 2015; and therefore, the City Council may or may not take action on each of the items or any amendments proposed thereto.

5. Bill 84 (2014) and any amendments proposed thereto by the Committee on Parks, Community and Customer Services – Relating to exceptional trees. (Amending the register of exceptional trees and clarifying the powers, duties, and procedures of the arborist advisory committee.)

6. Bill 8 and any amendments proposed thereto by the Committee on Parks, Community and Customer Services – Relating to public parks. (Addressing commercial activities at certain city beach parks.)

7. Bill 9 and any amendments proposed thereto by the Committee on Parks, Community and Customer Services – Relating to parks. (Prohibiting persons convicted of promoting or trafficking in a drug or intoxicating compound under Hawaii Revised Statutes Chapter 712, Part IV, from entering public parks.)

8. Bill 5 and any amendments proposed thereto by the Committee on Budget – Relating to real property tax exemptions. (Removing systems powered by solar energy from the definition of alternate energy improvements that qualify for a real property tax exemption.)

9. Bill 10 and any amendments proposed thereto by the Committee on Budget – Relating to car sharing. (Establishing a pilot program to test the utility of the public transit system to improve the mobility of Honolulu residents by providing support and regulation to car-sharing organizations.)

10. Bill 47 (2013) and any amendments proposed thereto by the Committee on Zoning and Planning – Relating to the revised Koolau Loa Sustainable Communities Plan. (Repealing the existing Sustainable Communities Plan (SCP) for Koolau Loa, Article 7, Chapter 24, Revised Ordinances of Honolulu 1990, and adopting a new Article 7 incorporating the revised Koolau Loa Sustainable Communities Plan.)

11. Bill 3 and any amendments proposed thereto by the Committee on Zoning and Planning – Relating to rezoning land situated at Honouliuli, Oahu, Hawaii. (Requesting a change in zoning from AG-1 restricted agricultural district to various districts for the Ho’opili development project.) (Applicant: D.R. Horton-Schuler Homes, LLC)

12. Bill 4 and any amendments proposed thereto by the Committee on Zoning and Planning – Relating to rezoning land situated at Waialua, Oahu, Hawaii. (Requesting a change in zoning from AG-1 restricted agricultural district to AG-2 general agricultural district with a 25-foot height limit.) (Applicant: Galapia/Nitahara Waialua Properties)

Testimony is limited to three minutes and shall be presented by the registered speaker only. Written testimonies may be faxed to 768-3826 or transmitted via the internet at http://www.honolulu.gov/ccl-testimony-form.html. By submitting written testimony, you are not automatically registered to speak. You are requested to register to speak if you wish to provide oral testimony.

On-line and fax registration forms must be received by 10 a.m. to be included in the list of registered speakers. Persons who have not registered to testify by 10 a.m. will be given an opportunity to present oral testimony on an item following the registered speakers by raising their hand at the time additional speakers are called upon.
