1. A REQUEST FOR AMENDMENTS TO CHAPTER 21, REVISED ORDINANCES OF HONOLULU 1990 (THE LAND USE ORDINANCE), RELATING TO ACCESSORY DWELLING UNITS.
The City Council initiated a proposal to amend the Land Use Ordinance (LUO) to regulate accessory dwelling units by Resolution No. 14-200. This proposal would amend the section of the LUO regulating Ohana dwellings to (1) replace all references to “ohana dwelling” and “ohana unit” with “accessory dwelling unit”; (2) add a new definition of “accessory dwelling unit”; (3) allow the accessory dwelling unit and the first dwelling to be located in separate detached dwellings; (4) eliminate the section that requires ohana dwellings to be occupied by persons related by blood, marriage or adoption to the family residing in the first dwelling; (5) require one off-street parking stall for an accessory dwelling unit with zero or one bedrooms and two off-street parking stalls for an accessory dwelling unit with two or more bedrooms.
2. A REQUEST FOR AMENDMENTS TO CHAPTER 21, REVISED ORDINANCES OF HONOLULU 1990 (THE LAND USE ORDINANCE), RELATING TO ACCESSORY DWELLING UNITS.
The Department of Planning and Permitting (DPP) is proposing an alternative version to the Council-initiated proposal. The DPP supports the basic intent of the Council-initiated bill. However, the DPP is proposing to retain the existing Ohana dwelling provisions; and instead add a new section establishing the land use standards for accessory dwelling units.
3. A REQUEST FOR AMENDMENTS TO CHAPTER 21, REVISED ORDINANCES OF HONOLULU 1990 (THE LAND USE ORDIANCE), RELATING TO REGULATION OF CERTAIN VISITOR ACCOMODATIONS.
The Department of Planning and Permitting (DPP) is proposing to amend the section of Chapter 21, related to the regulation of vacation rental operations. The proposed amendment is intended to improve enforcement measures against illegal vacation rentals in residential and other districts.
