1. Bill 81 (2014) – Relating to special improvement districts. (Allowing shoreline improvement, restoration, and protection projects to be provided and financed by a special improvement district.)

2. Bill 82 (2014), CD1 – Relating to the establishment of the Waikiki Beach Special Improvement District No. 3. (Providing for and financing supplemental services and improvements in and to Waikiki Beach as authorized by Chapter 36, Revised Ordinances of Honolulu 1990.)

The items listed below have been published in anticipation of the action to be taken by the City Council Standing Committees on February 10 to 12, 2015; and therefore, the City Council may or may not take action on each of the items or any amendments proposed thereto.

3. Bill 58 (2014) and any amendments proposed thereto by the Committee on Parks, Community and Customer Services – Relating to parks. (Establishing an Adopt-a-Park program.)

4. Bill 66 (2014) and any amendments proposed thereto by the Committee on Zoning and Planning – Amending Chapter 14, Revised Ordinances of Honolulu 1990 (ROH), relating to public works infrastructure requirements including fees and services. (Amending Article 16 of the Grading, Grubbing and Stockpiling Ordinance.)

5. Bill 67 (2014) and any amendments proposed thereto by the Committee on Zoning and Planning – Amending Chapter 16, ROH, relating to building code. (Amending Article 10 of the Building Code Ordinance.)

6. Bill 68 (2014) and any amendments proposed thereto by the Committee on Zoning and Planning – Amending Chapter 17, ROH, relating to electrical code. (Amending Article 3 of the Electrical Code Ordinance.)

7. Bill 69 (2014) and any amendments proposed thereto by the Committee on Zoning and Planning – Amending Chapter 18, ROH, relating to fees and permits for building, electrical, plumbing and sidewalk. (Amending Article 7 of the Building Code Ordinance.)

8. Bill 71 (2014) and any amendments proposed thereto by the Committee on Zoning and Planning – Amending Chapter 25, ROH, relating to special management area. (Amending Article 9 of the Special Management Area Ordinance.)

9. Bill 72 (2014) and any amendments proposed thereto by the Committee on Zoning and Planning – Amending Chapter 29, ROH, relating to streets, sidewalks, malls and other public places. (Amending Article 4 of the Streets, Sidewalks, Malls and other Public Places Ordinance.)

10. Bill 73 (2014) and any amendments proposed thereto by the Committee on Zoning and Planning – Amending Chapter 41, ROH, relating to regulated activities within the City. (Amending Article 10 of the Regulated Activities within the City Ordinance.)

11. Bill 83 (2014) and any amendments proposed thereto by the Committee on Budget – Relating to real property tax exemptions. (Providing a real property tax exemption to residential properties that use non-city refuse services.)

12. Bill 1 (2015) and any amendments proposed thereto by the Committee on Budget – Relating to real property tax relief for properties used for low- income rental housing. (Providing real property tax relief for certain properties that are used as low-income rental housing.)

13. Bill 2 (2015) and any amendments proposed thereto by the Committee on Budget – Relating to the other post-employment benefits reserve fund. (Repealing Article 64 of Chapter 6, ROH, related to the Other Post- Employment Benefits Reserve Fund.)

Persons wishing to speak are requested to register by 10 a.m. using the On-Line Council Speaker Registration form available at http://www.honolulu.gov/ccl-testimony-form.html, or by sending a fax indicating your desire to speak, along with your name, phone number and subject matter to 768-3826 or by calling 768-3825. Testimony is limited to three minutes and shall be presented by the registered speaker only. Written testimonies may be faxed to 768-3826 or transmitted via the internet at http://www.honolulu.gov/ccl-testimony-form.html. By submitting written testimony, you are not automatically registered to speak. You are requested to register to speak if you wish to provide oral testimony.

On-line and fax registration forms must be received by 10 a.m. to be included in the list of registered speakers. Persons who have not registered to testify by 10 a.m. will be given an opportunity to present oral testimony on an item following the registered speakers by raising their hand at the time additional speakers are called upon.
