WASTEWATER SYSTEMS

Pursuant to Hawaii Revised Statutes (HRS) Section 342D-7(i), the State Department of Health (DOH) seeks written comments from interested persons regarding the following. Mr. Hakim Ouansafi, Executive Director, Hawaii Public Housing Authority (HPHA) has applied for a variance for the maximum of five (5) years as stated in the variance application from Hawaii Administrative Rules (HAR) sections 11-62-31.1(a)(1)(A) and 11-62-31.1(a)(1)(D).
Mr. Michael McNulty, P.E., McNulty Civil Engineering is the individual authorized to act for the applicant. The Noelani I & II property is located at 65-1189 & 65-1191 Opelo Road, Kamuela, Hawaii 96734, TMK (3) 6-5-009: 025 & 026, 30,000 square feet each.
The applicant has made the following comments.
1. Each lot has two (2) buildings consisting of dwelling units which are served by six (6) injection wells on one lot, and three (3) injection wells on the other lot. The estimated wastewater flow ranges between 1600 gpd and 4800 gpd.
2. The existing IWSs and injection wells provide better treatment than large capacity cesspools (LCCs).
3. The existing location of the facility is severely restrictive. There is simply no space to construct a wastewater treatment plant.
