APPRAISAL AND REAL ESTATE SPECIALIST The function of this organizational unit is to provide technical, planning, and support services for the Land Division. This position is responsible for providing a variety of appraisal services; for conducting planning and development activities related to economic analyses of market conditions and development proposals; for conducting surveys and analyses of prevailing real estate sales, leasing, development, and management practices. Other major responsibilities include the establishing of appraisal standards and criteria for the procurement of independent appraisers; selection of independent fee appraisers; preparation of appraisal contracts; review of appraisal reports including those made by or for other governmental agencies; processing of appraisal fees; site visits, collection and analysis of data; and conducting market and/or feasiblity studies. Other duties as necessary. Hawaii Drivers License Required. Certified General Appraisal License Preferred. Required Education: Graduation from an accredited four (4) year college or university with a bachelor of arts or science degree. Excess work experience as described below, or any other progressively responsible professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities. Specialized Experience: Five (5) years of progressively responsible experience in the appraisal of real property, or in the sale, leasing, management, financing or development of real property. Such experience must have provided a knowledge of and application of the principles, theories, methods and techniques of real property appraising, or of the sale, leasing, management, financing or development of real property, and must also have demonstrated the ability to deal effectively with associates and the public. Knowledge of principles and practices of real property appraisal, leasing, and development; legal instruments affecting sale, lease, rent or exchange of private and public lands; arbitration procedures, rules, and laws, Hawaiian land system; private and public land management principles and practices; State laws pertaining to public lands, land trusts, and real estate transactions; land valuation; sources of information by which to determine highest and best use, physical characteristics of land, and land economics; research and statistical methods and techniques used in economic market analyses; and familiarity with the Uniform Standards of Professional Appraisal Practice.
