PUBLIC NOTICE

The Department of Human Services (“DHS”) is supplementing the public notice to amend the Medicaid State Plan published on June 27, 2013, which modified the methodology and standards that it uses to set the payment rates for inpatient hospital and nursing facility services for the Medicaid program.

The proposed amendment continues the suspension of the annual inflation factor to inpatient hospital and nursing facility rates for the 4th quarter of FFY 2013 (July 1, 2013 – September 30, 2013), FFY 2014 (October 1, 2013 – September 30, 2014) and the 1st, 2nd and 3rd quarters of FFY 2015 (October 1, 2014 – June 30, 2015). However, the Medicaid State Plan was further amended to exempt the Acuity Level B facilities (ICF/IID) from the suspension of the annual inflation factor for the 4th quarter of FFY 2014 and 1st, 2nd, and 3rd quarters of FFY 2015.

A copy of the proposed changes will be available for public viewing from the first working day that the public notice appears in the Honolulu Star-Advertiser, Hawaii Tribune Herald, West Hawaii Today, The Maui News, and The Garden Island, for a period of thirty days after the publication of this notice, from Monday – Friday, exclusive of State holidays, between the hours of 9:00 a.m. to 2:00 p.m. at the appropriate Med-QUEST Division offices on their respective islands listed below. On Oahu, the proposed changes will be available at 601 Kamokila Boulevard, Room 518, Kapolei, Hawaii 96707, between the hours of
7:45 a.m. to 4:30 p.m., from Monday – Friday, exclusive of State holidays.

There are currently no public hearings scheduled with respect to the proposed changes.
