Request for Proposals
Housing First Program

The City and County of Honolulu, through its Department of Community Services requests proposals from qualified nonprofit agencies to address chronic homelessness in Urban Honolulu and Leeward O’ahu through the provision of tenant-based rental assistance and appropriate supportive services.

The goal of the Housing First Program is to establish a scattered-site supportive housing program, based on the Housing First approach and/or other housing protocol, to address homelessness in the City and County of Honolulu. The Housing First Program is intended to assist unsheltered individuals and families with an emphasis on assisting the chronically homeless. To support the Housing First Program, the City is making available a total of $2,080,000 from the City General Fund for the provision of rental assistance and related supportive services to help transition homeless individuals and families from homelessness to stable housing in the community.

Interested parties may obtain the Request for Proposals (RFP) packet free of charge from the City and County of Honolulu, Department of Community Services, 715 South King Street, Suite 311, Honolulu, Hawaii. Prospective proposers may also request a RFP packet via e-mail to Ms. Pamela Agena at pagena@honolulu.gov. A pre-proposal conference will be held by the City at the time and location specified below:

Although participation is not mandatory, all interested persons are encouraged to participate.

Proposals are due to the Department of Community Services, at the address disclosed in the Request for Proposals, no later than 2:00 p.m. on September 26, 2014.
