PROCLAMATION
WHEREAS, on August 8, 2014, pursuant to Section 11-92.3, Hawaii Revised Statutes, I, SCOTT T. NAGO, Chief Election Officer of the State of Hawaii, proclaimed that the extent of damage caused by a recent natural disaster had substantially impaired the ability of voters in precincts 04-01 and 04-02 to exercise their right to vote and that this required the postponement of the election in those precincts;
WHEREAS, after consultation with the Department of the Attorney General, the Department of Defense and the County of Hawaii, it has been determined that reasonable road access has been and will continue to be restored for the general population in those two affected precincts, and that the primary election can now be completed for those precincts;
I DO HEREBY PROCLAIM that all voters of these precincts, who have not already voted by absentee ballots, will be able to vote on August 15, 2014, at Keonepoko Elementary School.
The polls shall be opened at 7:00 a.m. and shall be kept open continuously until 6:00 p.m. If, at the closing hour of voting, any voter desiring to vote is standing in line outside the entrance of the polls with the desire of entering and voting, but due to the polling place being overcrowded has been unable to do so, the voter shall be allowed to vote irrespective of the closing hour of voting.
Given the ability to open polls on August 15, 2014, for the two impacted precincts, those provisions of the August 8, 2014, proclamation requiring the registered voters of the affected precincts to vote by absentee ballot pursuant to section 15-2.5, Hawaii Revised Statutes, and providing details regarding the absentee ballot procedure, are hereby rescinded.
Additionally, all votes cast by absentee ballots associated with the impacted precincts, which had already been voted at absentee walk locations and those absentee mail ballots received by election officials by the close of polls on August 9, 2014, shall be tabulated and the results distributed together with the results from the voting on August 15, 2014, from those precincts. Voters who have already voted by absentee ballot in the impacted precincts will not be permitted to subsequently vote on August 15, 2014. Anything contained in the August 8, 2014, proclamation regarding the use absentee ballots is hereby rescinded.
