NOTICE OF PUBLIC HEARING
Pursuant to sections 91-3, 92-41, and 333F-18 of the Hawaii Revised Statutes (HRS), notice is hereby given that the Department of Health (DOH) will accept written comments and hold a second public hearing regarding the following proposed changes to the Hawaii Administrative Rules (HAR), Title 11:
1. Proposal to adopt Chapter 88.1, “Services for Persons with Developmental or Intellectual Disabilities,” and repeal Chapter 88, “Services for the Developmentally Disabled or Mentally Retarded.” The proposed changes reflect updates in the Developmental Disabilities Division’s (DDD) program relating to services for individuals with developmental or intellectual disabilities, which include: determining eligibility for services, scope of services, appeals processes, referrals for provision of services, and requirements of home and community-based services providers.
2. Proposal to repeal Chapter 86, “Earnings and Income of Patients and Wards of Waimano Training School and Hospital,” and Chapter 87, “Payment Fees for Waimano Training School and Hospital.” The proposed changes reflect the closure of the Waimano Training School and Hospital in 1999.
The second public hearing on proposed Chapter 11-88.1, HAR will be held via video conference or teleconference on July 10, 2014, from 2:00 – 4:00 p.m.

All interested persons may submit testimony orally or in writing to the presiding hearings officer at the public hearing. Written testimony or proposed amendments will also be accepted in person or by mail at the Developmental Disabilities Division, 1250 Punchbowl Street, Room 463, Honolulu, Hawaii, 96813. Please postmark all written comments by July 10, 2014. Written testimony will be accepted Monday through Friday at the DDD Honolulu office, from 7:45 a.m. to 4:30 p.m., until 4:30 p.m. on July 10, 2014.
