NOTICE TO BIDDERS
(Chapter 103D, HRS)
Sealed bids will be received at the Hawaii Housing Finance and Development Corporation (HHFDC), 677 Queen Street, Suite 300, Honolulu, Hawaii 96813 until 4:00 p.m. on May 12, 2014, for HHFDC Job No. 14-001-K85-S, VILLAGES OF KAPOLEI SIDEWALK AND STORM DRAIN CATCH BASIN REPAIRS, Kapolei, Hawaii 96707, at which time all bids received will be publicly opened and read out aloud.
Beginning April 14, 2014, the INVITATION FOR BIDS will be available as follows:
Electronic copy on the State Procurement Office (SPO) website. A copy of the solicitation documents can be reviewed and downloaded online at no cost. Go to http://spo3.hawaii.gov/notices/notices. Locate the bid notice and click on the “More Info” link to download the documents. Any Offeror who downloads the solicitation documents online is advised to register by e- mail or fax to the IFB Contact. If Offeror does not register with IFB Contact, Offeror will not receive notification of any changes or addenda to the IFB.
Hard copy picked up at the HHFDC Office. Notify the IFB Contact below to schedule a pick up at the HHFDC office address above. A non- refundable fee of $20.00 in cash will be assessed for each copy. A cashier’s or certified check made payable to “Hawaii Housing Finance and Development Corporation” will also be accepted. Personal checks or personal business checks will not be accepted.
The scope of services involves repairs to sidewalks and catch basins within the Villages of Kapolei, on an as-needed basis for a period of twelve (12) months along designated roadways, as described in the specifications. Repair work will include removal and disposal of aggressive tree roots and cracked or damaged concrete, installation of root barriers and gravel base course below the sidewalk. Bidders are encouraged to visit the site requiring this service to familiarize themselves with existing conditions and the extent of services required as stated in the scope of services.
NOTICE OF INTENT TO BID and STATEMENT OF BIDDER’S CONSTRUCTION EXPERIENCE must be received and time stamped at the HHFDC office address above no later than 4:00 p.m., May 2, 2014, the tenth (10) calendar day prior to the date designated for the opening of the bids. Forms are included in the bidding documents. The Notice of Intent to Bid and Statement of Bidder’s Construction Experience may be filed by fax at (808) 587-0600. Bidders must possess a valid State of Hawaii Contractor’s Type “A” or “B” license to be eligible to bid. All subcontractors shall possess the correct Specialty License to be considered for this bid.
A pre-bid site meeting will not be conducted.
Questions relating to this bid solicitation may be submitted in writing to Project Manager (IFB Contact), Beth Malvestiti, via email at beth.e.malvestiti@hawaii.gov or at the above address or FAX number. Questions will not be considered if received within ten (10) calendar days prior to bid opening. Persons requiring special needs/auxiliary aids (e.g. sign language, large print or other media) for this INVITATION FOR BIDS may contact the Project Manager at 587-0546.
Bid security of at least five percent (5%) of the bid amount is required for bids exceeding $50,000. Contract performance and payment bonds shall be required for contracts exceeding $50,000.
