APPRAISAL AND REAL ESTATE SPECIALIST
This position is responsible for providing a variety of appraisal services; conducting planning and development activities related to economic analyses of market conditions and development proposals; conducting surveys and analyses of prevailing real estate sales, leasing, development, and management practices;establishing appraisal standards and criteria for the procurement of independent appraisers; selecting independent fee appraisers; preparing appraisal contracts; reviewing appraisal reports including those made by or for other governmental agencies; processing appraisal fees; conducting site visits, collecting and analyzing data; conducting market and/or feasiblity studies; and performing other duties as necessary.
Graduation from an accredited four (4) year college or university with a bachelor of arts or science degree. Excess work experience as described below, or any other progressively responsible professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
Five (5) years of progressively responsible experience in the appraisal of real property, or in the sale, leasing, management, financing or development of real property. Such experience must have provided a knowledge and application of the principles, theories, methods and techniques of real property appraising, or in the sale, leasing, management, financing or development of real property, and must also have demonstrated the ability to deal effectively with associates and the public.
Principles and practices of real property appraisal, leasing, and development; legal instruments affecting sale, lease, rent or exchange of private and public lands; arbitration procedures, rules, and laws; Hawaiian land system; private and public land management principles and practices; State laws pertaining to public lands, land trusts, and real estate transactions; land valuation; sources of information by which to determine highest and best use, physical characteristics of land, and land economics; research and statistical methods and techniques used in economic market analyses; and familiarity with the Uniform Standards of Professional Appraisal Practice.
Applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii. A Certified General Appraisal License Preferred.
