MED-QUEST DIVISION
PUBLIC NOTICE
Pursuant to 42 C.F.R. 447.205, the Department of Human Services (“DHS”) is proposing to change the methods and standards to reimburse Certified Substance Abuse Counselor (CSAC) and peer specialist for substance abuse and peer support services respectively statewide under the Medicaidprogram. The proposed rates will be submitted for review by the federal government as an amendment to the Medicaid State Plan, to be effective as of the day following the date of this notice.
The proposed rates for services provided by a CSAC shall be fifty per cent of the Medicaid reimbursement rate for psychologist available at http://www.med-quest.us/PDFs/Provider%20Memos/ Medicaid%20Fee%20Schedule.pdf.
The proposed rate for services by a certified peer specialist shall be $15.19 per 15 minute unit intervals.
All eligible providers will receive payments from an estimated annual aggregate amount of less than $1,000,000 in accordance with provision established by the Department of Human Services.
A copy of the proposed changes is available for public viewing from the first working day that the public notice appears in the Honolulu Star-Advertiser, Hawaii Tribune Herald, West Hawaii Today, The Maui News, and The Garden Island, from Monday – Friday, exclusive of State holidays, between the hours of 9:00 a.m. to 2:00 p.m. at the appropriate Med-QUEST Division offices on their respective islands listed below. On Oahu, the proposed changes will be available at 601 Kamokila Boulevard, Room 518, Kapolei, Hawaii 96707, between the hours of 7:45 a.m. to 4:30 p.m., from Monday – Friday, exclusive of State holidays.

In addition, written comments concerning the proposed changes may be sent to P. O. Box 700190 at the Oahu mailing address noted above. Upon request, any written comments received by the department may be reviewed at the locations noted above. There are currently no public hearings scheduled with respect to the proposed changes. Public hearings will be held in conjunction with amendments to the Hawaii Administrative Rules that are made to conform those rules to the changes described in this notice. A notice of the time and place of those hearings will be published at a later time.
