PUBLIC NOTICE
The Department of Human Services (“DHS”) is supplementing the public notices to amend the Medicaid State Plan published on November 20, 2012 and July 11, 2013 to establish an alternative benefit plan for individuals eligible who are (1) an adult between the ages of 19 and 65 years; (2) with an income below 133% of the federal poverty level; and (3) who are not enrolled in Medicare.
The proposed amendments to the State Plan effective January 1, 2014 will establish an alternative benefit plan (ABP) for the new adult group in accordance with section 1902(a)(10)(A)(i)(VIII) of the Social Security Act in compliance with the Affordable Care Act (ACA). The ABP will contain the ten (10) essential health benefits as described in 42 C.F.R. 440.347 to include family planning services, early periodic screening, diagnostic and treatment services for individuals under age 21 years and mental health or substance use disorder benefits in accordance with the Mental Health Parity and Addiction Equity Act.
Finally, in accordance with section 5006(e) of the American Recovery and Reinvestment Act of 2009, the DHS will provide notification of the establishment of the alternative benefit plan to the designated Urban Indian Organization.
A copy of the proposed changes are available for public viewing from the first working day that the public notice appears in the Honolulu Star-Advertiser, Hawaii Tribune Herald, West Hawaii Today, The Maui News, and The Garden Island, from Monday – Friday, exclusive of State holidays, between the hours of 9:00 a.m. to 2:00 p.m. at the appropriate Med-QUEST Division offices on their respective islands listed below. On Oahu, the proposed changes will be available at 601 Kamokila Boulevard, Room 518, Kapolei, Hawaii 96707, between the hours of 7:45 a.m. to 4:30 p.m., from Monday – Friday, exclusive of State holidays.
