Request for Proposals
Project Malama
The City and County of Honolulu, through its Department of Community Services requests proposals from qualified nonprofit agencies to address chronic homelessness in Honolulu’s Primary Urban Center and throughout the island of O’ahu through the provision of tenant-based rental assistance and appropriate supportive services.
The goal of Project Malama is to establish a scattered-site supportive housing program, based on the Housing First approach, to address chronic homelessness in the City and County of Honolulu. To support Project Malama, the City is making available a total of $5,110,100 in federal Community Development Block Grant funds for the provision of public services to assist chronically homeless persons achieve and maintain housing, and an additional $2,201,497 in HOME Investment Partnership Program funds to provide tenant-based rental.
Interested parties may obtain the Request for Proposals (RFP) packet free of charge from the City and County of Honolulu, Department of Community Services, 715 South King Street, Suite 311, Honolulu, Hawaii. Prospective proposers may also request a RFP packet via e-mail to Lanz Dong at ldong@honolulu.gov. A pre-proposal conference will be held by the City at the time and location specified below:

Although participation is not mandatory, all interested persons are encouraged to participate.
Proposals are due to the Department of Community Services, at the address disclosed in the Request for Proposals, no later than 2:00 p.m. on October 31, 2013.
