Intent to Change the Use of Real Property
Waianae Coast Community Mental Health Center, Inc.

HUI HANA PONO CLUBHOUSE

NOTICE IS HEREBY GIVEN that the Waianae Coast Community Mental Health Center, Inc. (WCCMHC), a Hawaii nonprofit corporation, is proposing to change the use of real property acquired with federal Community Development Block Grant (CDBG) funds from a clubhouse for seriously mentally ill adults to a community center for residents of the Waianae Coast.

The real property, also known as Hui Hana Pono Clubhouse, is located at 85-888 Farrington Highway, Waianae, Oahu (TMK: 1-8-5-010:004). The property consists of a land parcel of 27,484 square feet on which a two-story, 9,840 square foot building is situated. The City and County of Honolulu provided WCCMHC with $1,159,658 in CDBG funds to acquire the site and develop plans to renovate the building.

WCCMHC is requesting the change to address evolving community needs. In 2003 when the property was acquired, WCCMHC operated the only clubhouse on the Leeward Coast and served over 30 persons on a daily basis. Since then, the State of Hawaii Adult Mental Health Division has opened up a state run clubhouse in Makaha and the number of clients attending the Hui Hana Pono Clubhouse on a daily basis has dwindled to less than 10. At the same time, WCCMHC has noted an increasing need for a neighborhood gathering place which would develop and support the cultural, educational, entrepreneurial and social needs of the Waianae Coast community.

The effect of the change of use is that although the Hui Hana Pono Clubhouse will continue to be used by adults with a severe mental illness, WCCMHC will be able to make the property available for use by all residents of the Waianae Coast, defined for purposes of this Notice as the geographic area covered by the 96792 zip code.

Public comments on the proposed change of use will be accepted by the City and County of Honolulu until August 20, 2013.
