FOR RUNWAY 26L PAVEMENT IMPROVEMENTS AT HONOLULU INTERNATIONAL AIRPORT

The Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with construction activity to receiving State waters, subject to special conditions to:
DEPARTMENT OF TRANSPORTATION, AIRPORTS DIVISION (DOT-AIR)
The proposed permit for the new discharge will expire five (5) years from the date of issuance.
The project is located at 400 Rogers Boulevard, Honolulu, Island of Oahu, Hawaii, TMK: (1) 1-1-003:001.
The project consists of runway mill and overlay with minor grading for Runway 26L. Construction activities include overlay/painting of asphalt pavement, two (2) small grading areas on each end of the runway, and minor electrical work on runway lighting.
DOT-AIR requests to discharge storm water runoff from the proposed construction site. Best Management Practices (BMPs) for storm water runoff and non-storm water sources will be implemented to minimize the discharge of pollutants from entering receiving State waters. DOT-AIR has indicated that silt fences or biosocks, construction ingress/egress pad, spill control practices, stabilization control, etc. will be utilized. Post construction BMPs include permanent soil stabilization of exposed areas.
The receiving waters, Mamala Bay is classified by the DOH as a Class A, Marine Water. The receiving waters, Keehi Lagoon is classified as a Class A, Marine Water & Embayment. The objective of Class A waters is to protect their use for recreational purposes and aesthetic enjoyment. Any other use shall be permitted as long as it is compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters. These waters shall not act as receiving waters for any discharge which has not received the best degree of treatment or control compatible with the criteria established for this class.
Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either in person or by mail, to:

Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH office address shown above. All comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.
If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
