NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT
FOR LIKELIKE HIGHWAY RESURFACING,
SCHOOL STREET TO EMMELINE PLACE
NPDES PERMIT NO. HI S000252

The Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with construction activity to receiving State waters, subject to special conditions to:

The proposed permit for the new discharge will expire five (5) years from the date of issuance.

The project is located at Likelike Highway, School Street to Emmeline Place, Honolulu, Island of Oahu, Hawaii, TMKs: (1) 1-3-006, 016, 017, 025, 026, 028, 029, 031, 033, 038, and 040; (1) 1-4-006, 007, and 017; and (1) 1-6-026 and 028.

The purpose of the project is to reconstruct the existing roadway, sidewalks, and gutters at Likelike Highway, School Street to Emmeline Place. Construction activities include roadway demolition and reconstruction including cold planning A.C. wearing surface, paving and reconstructing the roadway, repair and replacement of A.C. and concrete sidewalks and gutters, raising curb heights, installation of GRP slope protection, and installation of guardrails and end treatments.

DOT-HWYS requests to discharge storm water runoff from the proposed construction site. Best Management Practices (BMPs) for storm water runoff and non-storm water sources will be implemented to minimize the discharge of erosion and other pollutants from entering receiving State waters. DOT-HWYS has indicated that storm drain inlet protection, sediment barriers and perimeter sediment controls (e.g., silt fence, fiber filtration tubes, or straw wattles), stabilized construction entrance/exit, vacuuming of saw-cutting slurry, concrete washout area controls (e.g., plastic lined pit/bermed area), good housekeeping, employee and contractor training, spill control practices, etc. will be utilized. BMPs from the DOT-HWYS Construction BMP Field Manual and California Stormwater BMP Handbook will be utilized. Post-construction BMPs shall include permanent stabilization of disturbed areas (i.e., disturbed areas shall be overlaid with A.C. pavement, concrete, or grouted rubble paving), hydro-mulching, and maintenance activities (repairs, etc.). The size of the impervious areas before and after construction will remain the same.

The receiving waters, Kalihi Stream and Kapalama Stream, are classified by the DOH as a Class 2, Inland Waters. The objective of Class 2 waters is to protect their use for recreational purposes, the support and propagation of aquatic life, agricultural and industrial water supplies, shipping, and navigation. The uses to be protected in this class of waters are all uses compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters.

Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either in person or by mail, to:

All comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.

If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
