REQUEST FOR PUBLIC COMMENTS ON DRAFT AIR PERMIT REGULATING THE EMISSIONS OF AIR POLLUTANTS (Docket No. 12-CA-PA-36) Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on the following DRAFT PERMIT presently under review for: Covered Source Permit (CSP) No. 0376-01-C Application for Renewal No. 0376-02 Application for Significant Modification No. 0376-03 Yamada & Sons, Inc. 210 TPH Hot Mix Asphalt Concrete Batch Plant Located at: 169 Railroad Avenue, Hilo, Hawaii The DRAFT PERMIT is described as follows: Covered Source Permit No. 0376-01-C will grant conditional approval for the continued operation of a 210 TPH hot mix asphalt concrete batch plant with 500 kW diesel engine generator. The applicant is proposing to modify the burner to burn liquefied petroleum gas or propane in place of fuel oil no. 2. The modification results in no net increase in emissions. The drum dryer is equipped with a baghouse to control particulate matter emissions. The hot mix asphalt concrete batch plant is subject to 40 Code of Federal Regulations (CFR) Part 60, Subpart I, Standards of Performance for Hot Mix Asphalt Facilities. The diesel engine generator is subject to 40 CFR Part 63, Subpart ZZZZ, National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines. This permit, if issued, will supersede CSP No. 0376-01-C, issued on July 20, 2001, in its entirety. The ADMINISTRATIVE RECORD, consisting of the APPLICATION and non-confidential supporting material from the applicant, the permit review summary, and the DRAFT PERMIT, is available for public inspection during regular office hours, Monday through Friday, 7:45 a.m. to 4:15 p.m., at the following locations: Oahu: Clean Air Branch, Department of Health 919 Ala Moana Boulevard, Room 203, Honolulu, Oahu 96814 Hawaii: Hawaii District Health Office, Department of Health 1582 Kamehameha Avenue, Hilo, Hawaii 96720 Sanitation Branch, Keakealani Building, Department of Health 79-1020 Haukapila Street, Room 115, Kealakekua, Hawaii 96750 All comments on the draft permit and any request for a public hearing must be in writing, addressed to the Clean Air Branch at the above address on Oahu and must be postmarked or received by December 27, 2012. Any person may request a public hearing by submitting a written request that explains the party’s interest and the reasons why a hearing is warranted. At the sole discretion of the Director of Health, DOH may hold a public hearing if a hearing would aid in DOH’s decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty days in advance of the hearing. Interested persons may obtain copies of the administrative record or parts thereof at a copying cost of five cents per page.
