REQUEST FOR PUBLIC COMMENTS
ON DRAFT AIR PERMIT
REGULATING THE EMISSIONS OF AIR POLLUTANTS

(Docket No. 12-CA-PA-35)

Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on the following DRAFT PERMIT presently under review for:

Covered Source Permit (CSP) No. 0240-01-C
Permit Renewal Application No. 0240-04
Permit Application for Modification No. 0240-05
Hawaiian Electric Company, Inc.
Kahe Generating Station
Six (6) Boilers and Two (2) Black Start Diesel Engine Generators
Located at: 89-900 Farrington Highway, Waianae, Oahu

The DRAFT PERMIT is described as follows:

The renewal and modification of CSP No. 0240-01-C will grant conditional approval for operating an existing generating station in Waianae. The electric plant operates six (6) boilers (Boilers K-1 through K-6) ranging in capacity from 90 MW to 142 MW. The facility also operates two (2) 2.5 MW black start diesel engine generators to start the boilers in emergencies when electricity cannot be obtained from the grid. Boiler K-6 is subject to 40 Code of Federal Regulations (CFR) Part 52, §52.21, Prevention of Significant Deterioration (PSD) of Air Quality and 40 CFR Part 60, New Source Performance Standards (NSPS), Subpart D, Standards of Performance for Fossil-Fuel-Fired Steam Generators for Which Construction Is Commenced After August 17, 1971. Boilers K-1 through K-6 are subject to 40 CFR Part 63, National Emission Standards for Hazardous Air Pollutants (NESHAP) for source categories, Subpart UUUUU, NESHAP: Coal-Oil-Fired Electric Utility Steam Generating Units. Proposed revisions to the permit under the application for modification do not increase emissions. The draft permit, if approved, will supersede all conditions contained in all prior permits for this facility.

The ADMINISTRATIVE RECORD, consisting of the APPLICATION and non-confidential supporting materials from the applicant, the permit review summary, and the DRAFT PERMIT, is available for public inspection during regular office hours, Monday through Friday, 7:45 a.m. to 4:15 p.m., at the following location:

All comments on the draft permit and any request for a public hearing must be in writing, addressed to the Clean Air Branch at the above address on Oahu and must be postmarked or received by December 21, 2012.

Any person may request a public hearing by submitting a written request that explains the party’s interest and the reasons why a hearing is warranted. At the sole discretion of the Director of Health, DOH may hold a public hearing if a hearing would aid in DOH’s decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty days in advance of the hearing.

Comments on the draft permit should address, but need not be limited to, the permit conditions and the facility’s compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.

DOH will make a final decision on the permit after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.
