FOR
Operation of a Mobile Food Concession
Located at the Ala Wai Small Boat Harbor, Ocean Recreation Parking Lot
(Stall AWMC-1), Waikiki, Oahu, Hawaii
IFB No. AWSBH-201201
The State of Hawaii, Department of Land and Natural Resources, Division of Boating and Ocean Recreation, is issuing an Invitation for Sealed Bids (“IFB”) to qualified parties interested in a Mobile Food Concession within the Ala Wai Small Boat Harbor, Ocean Recreation Parking Lot, Island of Oahu, TMK: 2-3-37:12 (portion) containing a total area of approximately 300 square feet of land, identified as Stall AWMC-1 as shown on the site map on file with the Division of Boating and Ocean Recreation (DOBOR). Any party that may be interested in providing a bid may inspect the concession premises by calling DOBOR (808) 587-1978 Monday through Friday, 8:00 a.m. to 4:00 p.m. except State holidays.
The successful bidder shall have the right to use and occupy the site for operation of a Mobile Food Concession from a vehicle, which shall be removed in its entirety from the premises each evening. Allowable for sale primarily shall be food items such as plate lunches, sandwiches, non-alcoholic beverages, snacks, ice cream, smoothies, and only such sundry items as approved. The Specifications, General Instructions to Bidders, Qualification Questionnaire, Intention and Proposal Forms shall be provided in the bid packet.
Before any prospective bidder shall be entitled to submit a bid, the prospective bidder must submit the written notice to bid on the Notice of Intention to Bid Form and shall submit the completed Qualification Questionnaire Form no later than 4:00 p.m., Wednesday, November 28, 2012 to the Division of Boating and Ocean Recreation, 333 Queen Street, Suite 300, Honolulu, Hawaii 96813, to meet the minimum qualifications set forth in the IFB.
Prior to permitting any interested party to bid, the Department of Land and Natural Resources (DLNR), shall satisfy its self of the prospective bidder’s financial ability, experience, qualifications, and competence to carry out the terms and conditions of the contract that may be awarded.
Sealed bids are due before 2:00 p.m. on Wednesday, December 12, 2012 at the Division of Boating and Ocean Recreation of the Department of Land and Natural Resources at 333 Queen Street, Suite 300, Honolulu, Hawaii 96813. A sealed bid must be accompanied by a bid deposit as required by and in conformance with Hawaii Revised Statutes under section 102-6.
Sealed Bids timely and properly received, will be opened at 2:00 p.m. on December 12, 2012 at the Division of Boating and Ocean Recreation of the Department of Land and Natural Resources at 333 Queen Street, Suite 300, Honolulu, Hawaii 96813.
The IFB, including required forms for bidding, qualifications, specifications, general instructions and concession contract, may be obtained from the following DLNR office during regular hours of 8:00 a.m. to 4:00 p.m. from Monday through Friday: Division of Boating and Ocean Recreation, Administrative Office, 333 Queen Street, Suite 300, Honolulu, Hawaii 96813.

DLNR reserves the right to amend, modify, or cancel this Invitation for sealed bids, re-advertise a new request, reject any and all responses in whole or in part, require amendments or modifications to the responses, or waive any requirement in this request, with no liability whatsoever, when it is in the best interest of the State or DLNR. The DLNR also reserves the right to amend or supplement requirements and materials, in writing, at any time prior to the sealed bid submission deadline. The Chairperson of the DLNR may cancel the solicitation at any time, including after bids have been opened, and the Chairperson may reconsider any decision made in connection with this Request for Sealed Bids, including any decision to cancel the solicitation; provided that the Chairperson determines that is in the best interest of the State.
