SECTION 8
FAMILY UNIFICATION PROGRAM
NOTIFICATION TO PROSPECTIVE APPLICANTS FOR THE FAMILY UNIFICATION PROGRAM
This is a notification to prospective applicants for the Section 8 Family Unification Program (FUP) that will provide
up to 100 Section 8 rental vouchers to individuals and/or families meeting the following preliminary qualifications
and are certified eligible by the State of Hawaii, Department of Human Services and Hale Kipa. The
City and County of Honolulu, Section 8 Program will determine the final eligibility for the FUP rental vouchers
and administer the Family Unification Program in partnership with the Department of Human Services and Hale
Kipa. In order to be eligible for this program, you must meet one of the following conditions:
1) A youth at least 18 years old and not more than 21 years old who left foster care at age 16 or older and
who does not have adequate housing or
2) A family that has been certified as a family for whom the lack of adequate housing is a primary factor in
the imminent placement of the family’s child, or children, in out-of-home care, or in the delay of discharge
of a child, or children, to the family from out-of-home care.

FUP applications will continue to be accepted until the program reaches its capacity. Signs will be posted at
the Department of Human Services, Hale Kipa, and Section 8 offices and a notice will be published that the
program is closed.
