NOTICE TO BIDDERS
(Chapter 103D, HRS)

SEALED BIDS for THE VILLAGES OF KAPOLEI – LOWER DRAINAGE CHANNEL MAINTENANCE, JOB NO. 09-010-K85-S will be received at HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION (HHFDC), 677 Queen Street, Suite 300, Honolulu, Hawaii up to 2:00 p.m., October 8, 2009 at which time all bids received will be publicly opened and read aloud.
Bidding documents may be examined or obtained at the Development Branch, at the above address. A CASHIER’S CHECK payable to HHFDC or cash for twenty dollars per set is required. Payments are non-refundable. The scope of services involves maintenance services for the lower drainage channel over a period of two (2) years as described in the Technical Specifications. Maintenance will involve quarterly maintenance of the lower drainage channel, inclusive of the cutting of scrub brush and tall weeds, mowing, weeding and applying herbicide to prevent weed growth, and removing sediment, trash and debris for disposal at an appropriate landfill. NOTICE OF INTENT TO BID and Statement of Bidder’s Maintenance Experience must be received by the HHFDC at 677 Queen Street, Honolulu, Hawaii no later than 2:00 p.m. on September 28, 2009, the tenth (10th) calendar day prior to the date designated for the opening of bids. Forms are included in the bidding documents and are available at the above address. The Notice of Intent to Bid may be filed by fax at (808-587-0600). Bidders must possess a valid State of Hawaii Contractor’s Type “A” or Type “C-27” License to be eligible to bid.
Bidders shall comply with all requirements of the bidding documents. Written questions may be directed to Mr. Leo Domingo, Project Coordinator, at the above address or FAX number. No questions will be considered within ten (10) calendar days prior to bid opening.
All bids shall include the State of Hawaii General Excise Tax of 4.5%. Bid security for the contemplated services under this solicitation is not required.
The HHFDC, in its sole discretion, may reject any and all bids and may waive any bid defects whenever the HHFDC deems such action is in the best interest of HHFDC. The determination of the lowest responsible bidder will be made by HHFDC, in its sole discretion.
A pre-bid site meeting will not be conducted, but interested Bidders are encouraged to contact the Project Coordinator to arrange a site visit to the lower drainage channel area no later than ten (10) calendar days prior to bid opening, to familiarize themselves with existing conditions and the extent of services required as stated in the scope of services.
