Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on the DRAFT PERMITS presently under review for:

The DRAFT PERMITS are described as follows:
The renewal of CSP No. 0212-06-C would grant conditional approval for the operation of the existing In-Vessel Bioconversion Facility at the existing Sand Island Wastewater Treatment Plant. Plant equipment consists of a sludge drying system, odor control scrubber, fugitive dust systems, hot water boiler, waste gas burner, gas purifiers, and storage silos. There were no proposed modifications to the plant. This permit, if issued, will supersede CSP No. 0216-06-C issued on September 16, 2004.
The renewal and proposed modification of Temporary CSP No. 0406-01-CT would grant conditional approval for the continued operation of an existing 60 TPH portable drum mix asphalt concrete plant. The facility consists of a 60 TPH portable drum mixer/dryer, 209 kW (prime) diesel engine generator, cold aggregate bin, 40 ton storage silo and conveyor system. The drum mixer/dryer is equipped with a venturi scrubber for the control of particulate matter emissions, and is subject to the federal standard 40 CFR Part 60, Subpart I, Standards of Performance for Hot Mix Asphalt Facilities. The diesel engine generator is subject to the federal standards of 40 CFR Part 60, Subpart IIII, Standards of Performance for Stationary Compression Ignition Internal Combustion Engines and 40 CFR Part 63, Subpart ZZZZ National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines. The proposed modification consists of replacing the existing 225 kW diesel engine generator with a 209 kW diesel engine generator. The proposed modification to replace the existing 225 kW diesel engine generator with a 209 kW diesel engine generator will not result in a net emissions increase. This permit, if issued, shall supersede CSP No. 0406-01-C issued on May 1, 2003.

All comments on the draft permits and any request for a public hearing must be in writing, addressed to the Clean Air Branch at the above address and must be postmarked or received by September 23, 2009.
Any person may request a public hearing by submitting a written request that explains the party’s interest and the reasons why a hearing is warranted. At the sole discretion of the Director of Health, DOH may hold a public hearing if a hearing would aid in DOH’s decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty days in advance of the hearing.

Comments on the draft permits should address, but need not be limited to, the permit conditions and the facility’s compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.
DOH will make a final decision on the permits after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.
