REQUEST FOR PROPOSALS
Emergency Solutions Grants (ESG) Program

The CITY AND COUNTY OF HONOLULU, through its Department of Community Services, requests proposals from qualified nonprofit developers, service providers, and other interested parties for the EMERGENCY SOLUTIONS GRANTS PROGRAM (ESG), formerly the Emergency Shelter Grants Program, authorized under Title IV of the McKinney-Vento Homeless Assistance Act.

A total of $800,000 in ESG funds is anticipated to be made available to qualified agencies for (1) provision of essential services to persons experiencing homelessness and payment of expenses relating to the maintenance and operation of shelters or transitional housing; (2) short-term or medium-term rental assistance and housing relocation or stabilization services, and (3) renovation, major rehabilitation, or conversion of buildings for use as emergency shelters for persons experiencing homelessness. The award may be based on a two-year cycle, however, the initial grant agreement awarding funds shall cover only the first year. The award of funds for the second year will be contingent upon: (1) HUD award of additional funds to the City for a second year; (2) Council appropriation of additional funds for a second year; (3) satisfactory performance by the nonprofit agency during the first year; and (4) execution of an amendment to the agency’s grant agreement extending its term for a second year and awarding additional funds.

Interested agencies may obtain a Request for Proposals (RFP) beginning Friday, August 7, 2009 in electronic PDF format via e-mail by sending a request to Gabe Naeole at gnaeole@honolulu.gov. A printed copy is available upon request from the Department of Community Services, 715 South King Street, Suite 311, Honolulu, Hawaii by calling 768-7715. Proposals shall be submitted to the Department of Community Services at the above address by 4 p.m. on Friday, September 4, 2009.

An optional public information meeting will be held on Monday, August 17, 2009 from 2 p.m. to 3 p.m. at the Department of Community Services Conference Room, 715 South King Street, Suite 311, Honolulu, Hawaii 96813.
