Pursuant to the provisions of HRS 103D, the County of Kauai hereby provides public notice to invite persons engaged in the professional services listed below to submit current statements of qualifications and expressions of interest for the fiscal year 2009 – 2010:

A. COUNTY ATTORNEY:

1. SPECIAL LEGAL SERVICES. The County Attorney anticipates the need for attorneys licensed in Hawaii to provide services for representation, advice, and counsel in civil and criminal matters in the following areas of law:

1. Environmental Assessment: K?lauea Agricultural Park. Office of Economic Development is seeking the services of a consultant (Engineering or Architectural Firm) licensed to do business in Hawai’i, with professional qualifications and experience to prepare Environmental Assessments in accordance with Hawai’i’s environmental impact statement law, HRS 343 for the project site. The environmental assessment shall be prepared to evaluate, document and inform of possible environmental, social and economic consequences of proposed development and shall be processed for public review and comment.

E. AGENCY ON ELDERLY AFFAIRS:

1. Legal Assistance for the Elderly. The services of a licensed attorney is needed to provide services and/or address issues allowable under the Older Americans Act, including but not limited to, legal advice, counseling, education, training, seminar, personal counseling, advance directives, power of attorney, health care power of attorney, deeds and leasehold agreements.

2. Caregiver Counseling and Training. Caregiver Counseling and Training for the caregivers of the elderly. Per Title III of the Older American Act, to include one-on-one counseling, coordinating peer group discussions, providing caregiver training, program reporting/evaluation and other appropriate assistance for individuals who are caregivers of frail elders, aged 60 years and older. Services shall be provided by a counselor, social worker or related professional with experience in working with the elderly.

F. DEPARTMENT OF PARKS AND RECREATION:

1. Po’ip? Beach Shoreline Restoration Study. The County of Kaua’i Department of Parks and Recreation is interested in revitalizing and restoring this highly popular beach and eliminating or significantly reducing the existing safety hazard to swimmers at the west end of Po’ip? Beach Park. To achieve this, Kauai County is proposing a two tier approach:

Tier 1: To design a small-scale beach nourishment project for Po’ip? Beach Park consisting of 6,000 cubic yards of sand presently being stored at the Kekaha Landfill. The project would consist of, but not be limited to, obtaining necessary oceanographic, sedimentological, and topographic data necessary to produce models to generate engineering drawings of the initial beach nourishment design template at a scale and accuracy necessary to obtain all county, state and federal permits. Topographic profiles of the beach and near-shore areas, an assessment of marine biota on the beach and near-shore area, and base-line water quality in the vicinity of the project should also be provided. Re-nourishment frequency and volumes should be calculated. Descriptions of required permits and monitoring protocol (BMPs) should also be submitted.

Tier 2: Conduct a comprehensive study locating and mapping estimates of the quantity and quality of sand deposits in near- and off-shore areas of the Po’ip? shore for potential use in beach nourishment projects. The project area is suggested to be, but not limited to, between Makahuena Point and Lae o Kamilo (Kamilo Point).

Qualifications: Registered professional engineer in the State of Hawai’i with a minimum ten (10) years in experience in coastal engineering studies, five (5) years experience in the preparation of documents and permits required for the design and construction of structural and/or non-structural alternatives for shoreline protection.

G. DEPARTMENT OF PERSONNEL:

1. Drug and alcohol testing/Medical Review Officer services (Biological Sciences – Toxicology). Conduct workplace drug and alcohol testing services in accordance with all legal requirements such as but not limited to privacy, chain of custody, reporting, random selection services, job site collection services, for safety sensitive positions, positions requiring DOT drug collections (CDL) and breath alcohol, positions which do not require a CDL, and pre-employment drug testing. For CDL and safety sensitive positions, testing services must be provided by a certified laboratory meeting the established federal guidelines. For other positions, testing services must be provided by a licensed medical laboratory which meets the requirements established by the State of Hawaii. Interested firms must have at least five (5) years of experience in this field, meet all of the laboratory certification requirements, and submit a listing of companies from the State of Hawaii with which this service has been provided.

Estimated Cost: Cost will depend on usage. Employee cost to be paid by the respective county departments/agencies. Applicant cost to be paid by individual.

2. Substance abuse professional services (Social Science, Psychology and Welfare). Counseling and assessment services for employees who test positive in connection with established drug and alcohol testing program. Services provided on an as needed basis, seven days per week, 24 hours per day on Kauai. Interested parties must have on staff at least two certified substance abuse professionals or equivalent personnel such as but not limited to social workers, psychologists, psychiatrists, etc. Interested persons or firms must have at least (5) years of experience in this field and submit a listing of companies from the State of Hawaii with which this service has been provided.

Estimated Cost: Cost will depend on usage. All authorized costs associated with this service shall be paid by the respective county department/agency.

3. Employee Assistance Program (EAP) (Social Science, Psychology and Welfare). Provide professional assessment of an employee’s problems and recommend or determine the best treatment options. Provide the opportunity for individual employees and their family members to discuss their personal problems with a trained professional counselor in a confidential setting. Counseling should, at a minimum, address marital, family and individual problems such as depression, anxiety, stress, alcohol, drug addiction and other emotional or behavioral problems that can affect an employee’s job performance. When necessary, make appropriate referrals to other resources based upon the assessment made.

H. DEPARTMENT OF PLANNING:

1. LIHUE DEVELOPMENT PLAN UPDATE. The Planning Department may require professional consultant services (Community Planning, GS-0020) to update the existing L?hu’e Development Plan which may include but not be limited to: formulation of Special Planning areas and land use community related special studies/policies/mapping pertaining to economic, housing, agriculture, recreation, social, environmental, culture, and historic resources, infrastructure, traffic circulation, demographics, growth projections and scenarios and build out analyses, urban design, and other land use issues, analyses of community zoning issues, smart growth concepts and implementation alternatives; public participation/education and meeting facilitation; geographic information systems (GIS) mapping; consistency/implementation of County General Plan recommendations pertaining to region; and consideration of policy and design recommendations and implementation strategies proposed by the L?hu’e Town Core Urban Design Plan, the L?hu’e-Hanam?’ulu Urban Design Plan, the L?hu’e Civic Center Master Plan, the Sustainable Design Assessment Team (SDAT) Report, and other applicable public facilities and transportation plans relating to the project area.

2. COUNTYWIDE IMPACT FEE AND NEEDS ASSESSMENT STUDY. The Planning Department may require professional consultant services (Community Planning, GS-0020 and Accounting, GS-0510) to conduct and develop a countywide impact fee and needs assessment study for the purpose of adopting an Impact Fee Ordinance. The study and assessment shall include but not be limited to: demographic, long range growth and or population projections and scenarios, land use build out analysis and infrastructure needs, infrastructure planning and financing, assessment of current and future level and conditions of public facilities and services, such as, but not limited to, fire protection, police, solid waste, parks, transportation, and sewers, and its cost to the County. The study and assessment shall provide the foundation and rational nexus for assessing and collecting impact fees for infrastructure and public facilities and draft ordinance(s) for implementation of the impact fees.

3. UPDATE OF COUNTY HISTORIC RESOURCES LISTING. This project proposes to retain the services of a professional consultant (Architecture GS-0808) with historic preservation credentials and experience to conduct a limited historic inventory update of the County’s historic building/structure resource listing. The update may include the identification and documentation of prominent structures which meet the 50 year criteria of historic buildings; identification of existing listed resources which may have lost integrity or have been demolished; condition evaluations and preservation documentation; and recommendations and preparation of nomination forms for selected resources to the State/Federal Registers of Historic Places.

Estimated Cost: Approximately $25,000 may become available for this project.

4. POIPU BEACH PARK-MAUKA ARCHAEOLOGICAL PRESERVE (KANE I OLO UMA COMPLEX). The Planning Department may require professional consultant services (Archaeology GS-0193) to conduct an archaeological survey involving, but not limited to, research, field investigation, and preparation of reports for site inventory, survey, and assessment, mitigation and data recovery plans and long term preservation recommendations including preparation of nomination forms to register site to the State/Federal Registers, facilitating the execution of a steward/curatorship program and offering technical assistance to the County/State agencies.

Estimated cost: Approximately $15,000 may become available for this project.

I. DEPARTMENT OF PUBLIC WORKS – AUTOMOTIVE EQUIPMENT – MAINTENANCE DIVISION:

1. Automotive Equipment Maintenance Facility Second Floor Addition. Prepare plans and specifications and make structural recommendations for construction of a second floor addition rated to carry a load of 300 lbs. per sq. foot into an existing pre-engineered metal building and also enclose and renovate the existing area beneath the newly constructed second floor. 1. Repair of Wailua Emergency By-Pass Road. Brief Description of professional service. Preparation of Plans and Specifications for the repair/reconstruction of Wailua Emergency By-Pass Road, including topographic survey of the project site, preparation of an Environmental Assessment for the construction and maintenance of the facility, and the application and securing all necessary permits for the construction work to make the necessary repairs of the facility.

Qualifications required: registered professional engineer in the State of Hawaii with a minimum of 10 years experience in the design of roadways and a minimum of 5 years experience in the preparation of documents and the application and securing of permits required for the construction phase of the project. A registered professional licensed surveyor in the State of Hawaii is also required.

K. DEPARTMENT OF PUBLIC WORKS – SOLIDWASTE DIVISION

1. Materials Recovery Facility (MRF) Feasibility Study. Brief Description of professional service and qualification required: Conduct a feasibility study to determine best, most effective way to process mixed stream recyclables generated on Kauai from these options: 1) development of a County owned MRF 2) development of a bale and ship facility for off island sorting and processing 3) entering into a service contract with a vendor to process. Tasks include: Establishing tonnage projections for recyclables and facility sizing, inclusive of a review of the tonnages projected in the Integrated Solid Waste Management Plan. Review of other Hawaiian island recyclable materials processing activities and feasibility of partnering with other Counties. Cost evaluation of all 3 options, and identification of a recommended option. Development of a preliminary process design and non-site specific facility layouts for options 1 & 2, and a Scope of Work for the procurement of option 3.

Responses shall come from experienced, certified/licensed engineering consultants/firms with knowledge of Chapter 343, Hawaii Revised Statutes (HRS 343), as revised, and applicable Federal, State of Hawaii and County rules, regulations, and ordinances governing the planning, design, construction and operation of a solid waste facility in the State of Hawaii.

2. Preliminary Engineering and Environmental Planning Services for Development of a New RCRA Subtitle “D” Sanitary Landfill. Brief Description of professional service and qualification required: Conduct appropriate site investigations to produce Initial Site report(s) and conceptual design(s); prepare, submit and complete an environmental impact statement pursuant to Hawaii Revised Statutes Chapter 343; prepare Engineering and Site Feasibility Report(s) to provide in-depth assessment of site-specific information needed to determine an optimal landfill design.

a. Landfill Site Selection, Design and Operation per applicable State of Hawaii and Federal Regulations.

3. Site Selection Assistance and Environmental Planning for a Central Composting Facility. Brief Description of professional service: Assist the County with identifying a list of potential sites for the facility by providing all the necessary technical information required to identify appropriate sites, including the development of selection criteria, support on the application of the selection criteria, providing maps with up-to-date topographic and development information, and any other necessary technical information needed to create a list of potential sites. Facilitate a process involving a community advisory committee to develop a ranked list of potential sites and preparation of final report on the process for developing the ranked list. Complete the appropriate Environmental Review and Disclosure Process pursuant to Chapter 343 HRS for the selected site.

Minimum Qualifications. Interested persons or firms should have completed at least one (1) similar project in the last eight (8) years. Responses shall come from certified/licensed engineering consultants/firms.

L. DEPARTMENT OF PUBLIC WORKS – WASTEWATER MANAGEMENT DIVISION.

1. EVALUATION OF EFFLUENT INJECTION WELLS AT THE WAIMEA, ELEELE, AND LIHUE WASTEWATER TREATMENT PLANTS, UIC PERMIT NOS. UK-2405, UK-1212, & UK-1213 RESPECTIVELY. The County of Kaua’i is seeking a professional consultant, engineer, or geologist proficient in injection well performance to provide evaluation of the condition and performance of the injection well systems along with preparation of injection well status reports for the Waimea, Eleele and L?hu’e Wastewater Treatment Plants (WWTPs), owned and operated by the County’s Wastewater Management Division. Work will include all services necessary to complete the evaluation and reporting, consistent with each WWTP’s Underground Injection Control (UIC) permit requirements. Copies of the UIC permits are available to prospective consultants upon request, and the UIC permits will be included in the contract documents for the project.

All work shall be in accordance with the requirements of the State of Hawaii Department of Health (DOH) requirements for UIC status reports. The DOH has prepared a guidance document for an injection well status report, a copy of which is available to prospective consultants upon request.
Interested parties or firms are invited to demonstrate recent experience with injection well evaluations and preparation of status reports under UIC permit requirements for Wastewater Treatment Plants in Hawai’i. Demonstrated experience of successful UIC program reporting for at least two municipally-owned wastewater treatment plants with capacity in excess of 0.25 million gallons per is desired.
