Request for Proposals

Notice to Developers and Contractors
(RFP 09-HHL-009)

The Department of Hawaiian Home Lands (DHHL) is requesting proposals to design, finance, permit, construct and market single family houses at its Village 5 Subdivision located at the Villages of La’i ’opua, in Kealakehe, Kailua-Kona, North Kona, Hawaii. Village 5 Subdivision site is 23.6 acres and is designed for 118 single family residential lots, but this Request for Proposals (RFP) is specifically to develop no less than 45 and up to a maximum of between 98 and 113 lots. The site has been mass-graded and construction of the road and utility improvements will begin shortly under a separate contract.

Beginning Friday, April 3, 2009, compact discs containing the RFP may be obtained with a non refundable payment of TEN DOLLARS ($10.00); in cash or by certified or cashier’s check payable only to the “Department of Hawaiian Home Lands,” from DHHL at:

Its Main Office on Oahu at 91-5420 Kapolei Parkway, Kapolei, Oahu, 96707; or
Its West Hawaii District Office at 64-756 Mamalahoa Highway, Kamuela, Hawaiÿ, 96743, or
Its East Hawaii District Office in Keaukaha at 160 Baker Avenue, Hilo, Hawaii, 96720

The RFP may also be examined at the (Oahu) Main DHHL Office in Kapolei.

Prospective Offerors are invited to attend an informational presentation, attendance at which is optional, to be held on Wednesday, April 29, 2009 at 9:00 am at the Kaniohale Community Center, 74-5100 Haleolono Street, Kealakehe, Kailua-Kona to answer questions regarding this solicitation. A brief visit onto the site will follow. Attendance at the informational presentation (or site visit) is not mandatory and will not be a condition of DHHL acceptance of proposals.

Proposals for the Project will be received up until 4:00 p.m., Friday, May 22, 2009 at DHHL at its Main Office in Kapolei on Oahu or its West Hawaii District Office in Kamuela, or East Hawaii District Office in Keaukaha, Hilo, on Hawaii Island.

DHHL reserves the right to cancel this request for proposals and reject any and all proposals when it is in the best interest of DHHL.
