NOTICE OF PUBLIC PARTICIPATION AND COMMENT
ON THE PROPOSED WATER POLLUTION CONTROL REVOLVING FUND
AMENDMENT 2 TO THE INTENDED USE PLAN
FOR STATE FISCAL YEAR (SFY) 2009 AND FEDERAL FISCAL
YEAR (FFY) 2008 APPROPRIATION AND THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) APPROPRIATION

Pursuant to Chapters 342 and 91, Hawaii Revised Statutes, Section 101(e) of Public Law 92-500 and the U.S. Environmental Protection Agency Regulations, 40 CFR 35.2015, notice is hereby given that a 30-day public comment period is being initiated to allow public participation and comment on the proposed Amendment 2 to the Intended Use Plan for SFY 2009 and FFY 2008 Appropriation and the ARRA Appropriation (Amendment 2).
Amendment 2 provides for the planned usage of $30,352,300 in funds that will become available to the Water Pollution Control Revolving Fund due to passage of the ARRA which was enacted to promote economic recovery and invest in the nation’s infrastructure. The amendment lists the eligible Water Pollution Control Revolving Fund projects which were selected for funding with ARRA monies, discusses project selection criteria and fund allocation, and updates the Integrated Priority List of Projects for SFY 2009.
Information on the proposed Amendment 2 or a copy thereof may be obtained by calling or writing to the Oahu Wastewater Branch shown below. Amendment 2 is also available for public inspection during regular office hours, Monday through Friday, 7:45 a.m. to 4:30 p.m. from March 17, 2009 to April 16, 2009 at the locations listed below.
All comments on Amendment 2 and any request for a public hearing must be made in writing, addressed to the Oahu Wastewater Branch, and postmarked or received by April 16, 2009. Upon written request, a public hearing will be scheduled for any county. If public hearings are deemed appropriate, a second public notice will be published with the scheduled date, time, and location of the hearings.
