NOTICE OF PUBLIC HEARING

APPLICATION OF HAWAIIAN ELECTRIC COMPANY, INC. FOR APPROVAL TO CONSTRUCT AN OVERHEAD 46 KV TRANSMISSION LINE PURSUANT TO HRS § 269-27.5 FOR ITEM Y00118, P0001497 BECKONING POINT 46 KV CIRCUIT AND P0001498 BECKONING POINT SUBSTATION

The STATE OF HAWAII (“State”) PUBLIC UTILITIES COMMISSION (“Commission”), pursuant to Hawaii Revised Statutes (“HRS”) §§ 269-12 and 269-27.5, HEREBY GIVES NOTICE that it will hold a public hearing on February 25, 2009, 7:00 p.m. at the August Ahrens Elementary School Cafeteria, 94-1170 Waipahu Street, Waipahu, Hawaii, relating to the Application of HAWAIIAN ELECTRIC COMPANY, INC. (“HECO”), filed on December 23, 2008, for Commission approval of: (1) the construction of a new dedicated distribution substation, adjacent to the proposed U.S Department of the Navy’s Beckoning Point facility (“Facility”); (2) the overhead extension of one existing 46 kilovolt (“kV”) subtransmission line along Waipio Point Access Road and the Navy access road to the new substation site, a portion of which may be visible from existing homes at or near Waipio Point Access Road (at the closest point, approximately 80 feet away); and (3) the installation of one, 3-phase, 15 kV underground cable in a new underground infrastructure from HECO’s proposed substation to the Navy’s switchgear (“Application”).
HECO states that this project is necessary because the Navy plans to build a new Submarine Drive-In Magnetic Silencing Facility in the Beckoning Point area. Currently, the existing 12 kV circuit serving the area does not have sufficient capacity. HECO anticipates beginning construction by November 1, 2009.

All interested persons are invited to attend the public hearing to state their views. Statements may also be mailed to the Public Utilities Commission, 465 South King Street, #103, Honolulu, Hawaii 96813, or at Hawaii.PUC@Hawaii.gov. All written statements should reference Docket No. 2008-0321.
