NOTICE OF SOLICITATION OF COMMENTS
STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM (STIP)
REVISION NO. 6
FISCAL YEARS 2008 to 2011 (+2)
The State Department of Transportation is providing an opportunity for the public to submit comments on the proposed STIP Revision #6 to the Fiscal Year (FY) 2008 to 2011 (+2) Statewide Transportation Improvement Program (STIP). The STIP document identifies projects that are to be programmed for federal Highway or Transit funding.
STIP Revision #6 will reflect project changes that are required to receive funding from the new Federal Economic Recovery Bill. These funds are additional federal monies that may be granted to the States to help stimulate the economy. These funds can only be used for projects that are ready-to-go in a very short time-frame. Projects using these funds must still comply with all federal regulations. Coordination with County agencies and the Oahu MPO has occurred. We have made an assumption on the funding levels for the Economic Recovery Bill based on guidance from the Federal Highway Administration and the Federal Transit Administration. If these assumed funding levels are different, the STIP/TIP will be revised accordingly.

Changes to the Oahu portion of the STIP are also being processed as a Transportation Improvement Program (TIP) revision by the Oahu Metropolitan Planning Organization (MPO). Please see more information on the TIP process and TIP Revisions at the Oahu MPO website at:

It is anticipated that STIP Revision #6 will be submitted to FHWA and FTA for review and approval on February 17, 2009. Approval is anticipated very soon after.
