COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG),
HOME INVESTMENT PARTNERSHIPS (HOME),
EMERGENCY SHELTER GRANTS (ESG) AND
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAMS

Pursuant to the City and County of Honolulu’s Citizen Participation Plan, the following is provided for your information. The following changes to the Final Consolidated Plan for Program years 2006 to 2010 are being proposed for implementation.

1. Add the following language to V. Housing and Special Needs Goals and Strategies – “The City may sell various rental housing assets assisted with CDBG, HOME, or match funds. In such an event, the City would require that the units remain affordable. The City will obtain concurrence from HUD prior to completing the sale of rental housing assets assisted with CDBG, HOME, or match funds.”

2. Add the following goal to Chart 1 – Housing and Special Needs Housing Goals
Goals: Increase Rental Housing Opportunities
Problem/Need: Low and moderate income families are unable to afford rental housing payments.
Inputs/Resources: HOME
Number: RH-4
Activities: Provide Tenant-Based Rental Assistance to low- and moderate- income families.
Output Year: 2009
Output: 80 families
Outcomes: 80 families are able to rent housing units.
