NOTICE FOR PROFESSIONAL SERVICES
(Chapter 103D, HRS)

The County of Hawai’i, Department of Public Works, in accordance with Federal and State procedures, is seeking qualified professional firms to provide engineering and other types of related professional services to design and prepare plans, specifications and cost estimates, as well as obtain all necessary permits for the design of the Reed’s Island Bridge, in Pi’ihonua, South Hilo, Hawai’i.
The County of Hawai’i in consultation with the Hawai’i Department of Transportation (HDOT) has developed guidelines to standardize the preparation of statement of qualifications (statements) by consultants. The purpose of these guidelines is to help assure consistency in format and content of statements prepared by the consultants and submitted to the DPW. This process should reduce the time requirements for consultants in preparing statements and will simplify the review process by the DPW. Copies of the “Request for Qualifications” and “Guidelines for Preparing Consultant Proposals” are available at the Administrative Office, Department of Public Works, Aupuni Center, 101 Pauahi Street, Suite 7, at Hilo, Hawai’i 96720-4224.
The County of Hawai’i, acting by and through the State of Hawai’i, Department of Transportation in accordance with the provisions of Title VI of the Civil Rights act of 1964 (42 U.S.C. 2000d et esq.) and Title 49, CFR, Part 21, Nondiscrimination in Federally Assisted Programs of the U.S. Department of Transportation, hereby notifies all interested firms that it will affirmatively assure that disadvantaged business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the ground of race, color, sex or national origin in consideration for an award.
The U.S. Department of Transportation regulations entitled “Participation by Disadvantaged Business Enterprises in Department of Transportation Programs,” Part 26, Title 49, CFR is applicable to this project.
Statement of Qualifications from interested firms shall be submitted with one original and two copies by October 17, 2008; no later than 4:30 p.m., Hawai’i Standard Time to:
