Pursuant to Title 49, Code of Federal Regulations (CFR), Part 26, notice is hereby given that the State of Hawaii, Department of Transportation (HDOT), is proposing DBE goals for the Airports Division, Highways Division and the Oahu Metropolitan Planning Organization (OMPO). The proposed goals for DBE participation are expressed as a percentage of all federal funds that HDOT expects to expend on federal aid contracts in the forthcoming federal fiscal year.

The proposed goal of 5.5% for the Airports Division will be submitted to the Federal Aviation Administration (FAA).

The proposed goal of 6.8% for the Highways Division will be submitted to the Federal Highway Administration (FHWA).

The proposed goal of 13.3% for OMPO, Metropolitan Planning Funds will be submitted to the Federal Highway Administration (FHWA).

The proposed goals and their rationale are available for public inspection from 8:00 a.m. to 4:00 p.m., Monday through Friday, except holidays, for 30 days following the date of this notice at the following address:
