NOTICE FOR PROFESSIONAL SERVICES

Pursuant to the provisions of HRS 103D, the County of Kauai hereby provides public notice to invite
persons engaged in the professional services listed below to submit current statements of qualifications
and expressions of interest for the fiscal year 2008 – 2009:
A. COUNTY ATTORNEY:
1. SPECIAL LEGAL SERVICES. The County Attorney anticipates the need for
attorneys licensed in Hawaii to provide services for representation, advice, and
counsel in civil and criminal matters in the following areas of law:
Administrativ Law Land Use
Construction Law Municipal Law Generally
Real Estate Development Condominium Property Regime
Contract Law Public Financing
Eminent Domain Torts
Insurance Law Worker’s Compensation
In addition to the specific resume information called for at the end of this Notice,
interested parties shall include the following information in their submittal:
a. The area(s) of practice in which the attorney or firm is interested in
providing services, together with a summary of the number and types of
cases/matters handled by each attorney in each category;
b. If applicable, the name of the law firm that the attorney is affiliated with, the number
of years the attorney has been with that firm, whether the attorney is a partner of the
firm, and what, if any, specialty areas of practice the firm has;
c. A brief description of staff and facilities available to the attorney or firm,
including other attorneys, secretarial and paralegal support, and whether
the firm has the ability to provide electronic case files during and following the con
clusion of the case;
d. The manner of billing, including the range of hourly rates charged by the
attorney or firm, together with a summary of the types and amounts of costs charged
by the firm, whether any alternatives to hourly billing are available (such as fixed fee
per case or project) and a description of the costs or methods of calculating charges
under the alternative billing arrangements.
2. TRAINING. The County Attorney anticipates the need to select qualified persons
to provide training services in the areas of law listed above and in general law
office matters, such as case management and drafting.

B. COUNTY BOARDS AND COMMISSIONS:

by the board or commission.

C. FINANCE – ACCOUNTING:
1. Central Services Cost Allocation Plan/Fringe Cost Rate. The County is seeking the
services of an accounting firm for preparation of a central services cost allocation plan
and fringe benefit rate for the fiscal year ending June 30, 2009. The central service cost
allocation plan and composite fringe benefit rate shall be in accordance with OMB
Circular A-87 Cost Principles. The plan must identify, accumulate and allocate eligible
cost for the use in the fiscal year ending June 30, 2009 fringe charges and central
services cost allocation to funds and grants.

D. OFFICE OF ECONOMIC DEVELOPMENT:
1. Engineering/Surveying Services. Agency seeks an engineering firm to develop plans
for the construction of a 75-acre agricultural park on a vacant lot in Kilauea, Kaua’i
(TMK 5-2-4-99) which is owned by the County of Kaua’i. Interested firms should be
able to supply all necessary engineering and survey work required.

E. HOUSING AGENCY:
1. SITE FEASIBILITY – ELEELE PARCEL. The Kauai County Housing Agency (KCHA) is
seeking services of a consultant (Community Planner; Engineering firm; etc),
licensed to do business in Hawaii, with experience in performing extensive site
feasibility analysis for land development, concept planning, and financial cost
analysis for affordable housing on a parcel of land in Eleele, Kauai. Services
provided by consultant shall require taking an aggressive approach for completing
services within a 6 to 8 month time frame. The primary purpose of the feasibility
analysis is to furnish KCHA with sufficient information to assess site feasibility for
housing development and to establish parameters for housing development for the
subject parcel to assist in preparation of a Request for Proposals used to solicit a
qualified development entity.

2. SITE FEASIBILITY – STATE OWNED PARCELS IN KAPAA AND KEKAHA. The
Kauai County Housing Agency (KCHA) is seeking services of a consultant
(Community Planner; Engineering firm; etc), licensed to do business in Hawaii, with
experience in performing site feasibility analysis on five (5) State owned parcels for
affordable housing development potential. The primary purpose of the feasibility
analysis is to furnish KCHA with sufficient information to assess site feasibility and to
assist in prioritizing sites for housing development.

3. POIPU BEACH PARK-MAUKA ARCHAEOLOGICAL PRESERVE. The Planning
Department may require professional archaeological services (GS-0193) to conduct
an archaeological survey involving but not limited to research, field investigation, and
preparation of reports for site inventory survey and assessment, mitigation and data
recovery plans and long term preservation recommendations including preparation of
nomination forms to register site to the State/Federal Registers, facilitating the
execution of a steward/curatorship program and offering technical assistance to the
County.
Estimated cost $20,000: Final cost will be based on funding availability and
scope of work.

H. DEPARTMENT OF PUBLIC WORKS – AUTOMOTIVE EQUIP MAINTENANCE DIVISION:
1. SECOND FLOOR STORAGE CONSTRUCTION. Prepare plans and specifications
and also make structural recommendations for construction of a second floor
addition rated to carry a load of 300 lbs. per sq foot into an existing pre-engineered
metal building and also enclose and renovate the existing area below the newly
constructed second floor storage. Interested persons or firms should be Hawai’i

I. DEPARTMENT OF PUBLIC WORKS – BUILDING DIVISION:
1. CARRIAGE HOUSE BUILDING STRUCTURAL REPAIR & RESTORATION.
Prepare plans and specifications for structural repairs and restoration of an existing
pre-engineered metal building. Interested persons or firms should be Hawai’i State

3. HANALEI COURTHOUSE ADA IMPROVEMENTS/SEPTIC SYSTEM. Prepare

J. DEPARTMENT OF PUBLIC WORKS – ROAD MAINTENANCE & CONSTRUCTION:
1. REPAIR/RECONSTRUCTION OF MOANAKAI ROAD SEAWALL. Preparation of
Plans and Specifications for the repair/reconstruction of Moanakai Road Seawall,
including application and securing all necessary permits for the construction work to
make the necessary repairs/reconstruction work for the Moanakai Road Seawall.
Plans and Specifications may include restoration of the existing roadway and its
infrastructure that may be affected by the work on the seawall.
Qualifications required: registered professional engineer in the State of Hawaii with a
minimum of 10 years experience in the design of shoreline protection structures and
a minimum of 5 years experience in the preparation documents and permits required
for the construction of shoreline protection structures.
Estimated cost: $200,000.00
Contract Duration: Estimated at 240 calendar days.
2. KAPAA BEACH SAND MOVEMENT STUDY AND EVALUATION. Conduct a one
(1) year study and evaluation to determine the sand movement along the shoreline
of Kapaa Beach Park. The study and evaluation report shall also include
recommendations of alternative methods to preserve the existing shoreline. This
study and evaluation will be used to decide the course of action that the county will
pursue in protecting the shoreline.
Qualifications required: Education in Ocean Engineering or similar field related to the
study of the ocean, wave and current effects on the shoreline with a minimum of 10
years of professional experience in the same.
Estimated cost: $300,000.00

3. KANAELE ROAD RECONSTRUCTION OF ROADWAY SHOULDERS AND SLOPE
STABILIZATION PROJECT. Prepare Plans and Specifications for the reconstruction
of the road shoulder areas and stabilization of slopes along portion of Kanaele Road.
Included in this work shall be an assessment of the need for the county to acquire
additional properties, including a survey to determine lands recommended for
acquisition, to implement the reconstruction of the road shoulder areas and
stabilization of the slopes. Services for the preparation of documents and the
application and the securing of all permits necessary for the construction phase of
this project is also required.
Qualifications required: registered professional engineer in the State of Hawaii with a
minimum of 10 experience in the design of roadways, in soil mechanics and slope
stabilization and a minimum of 5 years experience in the preparation of documents
and the application and securing of permits required for the construction phase of
the project. A registered professional licensed surveyor in the State of Hawaii is also
required.

K. DEPARTMENT OF PUBLIC WORKS – SOLIDWASTE DIVISION
1. Preliminary Engineering and Environmental Planning Services for Development of a
New RCRA Subtitle “D” Sanitary Landfill. Conduct appropriate site investigations to
produce Initial Site report(s) and conceptual design(s); prepare, submit and
complete an environmental impact statement pursuant to Hawaii Revised Statutes
Chapter 343; prepare Engineering and Site Feasibility Report(s) to provide in-depth
assessment of site-specific information needed to determine an optimal landfill
design. Minimum Qualifications. At a minimum, responses shall come from
certified/licensed engineering consultants/firms with knowledge and experience in
the following:
a. Landfill Site Selection and Design requirements per applicable State
of Hawaii and Federal Regulations.
b. Environmental Review and Disclosure Process pursuant to Chapter
343 HRS

2. Site Selection Assistance and Environmental Planning for a Central
Composting Facility. Facilitate a process involving community advisory committee
to develop a ranked list of potential sites, preparation of final report, and complete
an environmental assessment on the selected site.
Minimum Qualifications. Interested persons or firms should have completed at least
one (1) similar project in the last eight (8) years. Responses shall come from
certified/licensed engineering consultants/firms.

L. DEPARTMENT OF PUBLIC WORKS – WASTEWATER MANAGEMENT DIVISION.
1. ELEELE WASTEWATER TREATMENT PLANT (WWTP) PROCESS EQUIPMENT,
ELECTRICAL SYSTEM AND DISINFECTION SYSTEM UPGRADES. The County of
Kauai is seeking Professional Civil Engineering Design Services to provide planning,
permitting, environmental assessment, engineering plans and specifications, bid
documents, and services during bidding and construction for upgrades to process
equipment, electrical systems and the disinfection system at the Eleele WWTP,
owned and operated by the County’s Wastewater Management Division. Work will
include all services (architectural, civil, mechanical and electrical engineering)
necessary to complete the design for the improvements needed at the WWTP,
including upgrades and replacements for various components of electrical and
mechanical equipment that are at the end of their useful life. Improvements to be
made shall implement the near-term recommendations identified in the recent
“Facility Plan”. Anticipated WWTP equipment upgrades include headworks facilities,
the emergency generator, sludge drying equipment, and may also include blowers
and related mechanical equipment that may be cost effective to replace at this time
because of energy efficiency considerations. The scope may also include some
improvements at pump stations and within the Eleele Sewage Collection System. The
project will also design ultraviolet (UV) disinfection to eliminate the use of chlorine
gas as the disinfection system.
All work shall be in accordance with the requirements of the State of Hawaii
Department of Health (DOH) requirements for WWTP design and construction, and
shall incorporate the necessary provisions for Federal Construction funding, as
administered by the DOH State Revolving Fund (SRF) program.
Interested parties or firms are invited to demonstrate recent experience with Waste
water Treatment Plant design. Demonstrated experience of successful design of at
least two municipally owned wastewater treatment plants with capacity in excess of
0.25 million gallons per day that were constructed within the past five years is
desired.

Estimated contract time: Approximately 1 year is anticipated
for design and permitting.
2. LiHU’E WASTEWATER TREATMENT PLANT (WWTP) DISINFECTION SYSTEM
UPGRADES. The County of Kauai is seeking Professional Civil Engineering Design
Services to provide planning, permitting, environmental assessment, engineering
plans and specifications, bid documents, and services during bidding and
construction for upgrades to the disinfection system at the Lihu’e WWTP, owned and
operated by the County’s Wastewater Management Division. Work will include all
services (architectural, civil, mechanical and electrical engineering) necessary to
complete the design for the disinfection system improvements needed at the WWTP,
including upgrades and replacements for various components of electrical and
mechanical equipment currently used with the existing chlorine gas disinfection
system. Improvements to be made shall implement the near-term recommendations
identified in the recent “Facility Plan”. The scope may also include some
improvements at pump stations where chlorine gas is presently used for odor control.
The project will eliminate the use of chlorine gas as the disinfection system,
replacing the disinfection system with an alternative, possibly consisting of liquid or
solid chlorine, and/or ultraviolet (UV) light for the disinfection system.
All work shall be in accordance with the requirements of the State of Hawaii
Department of Health (DOH) requirements for WWTP design and construction, and
shall incorporate the necessary provisions for Federal Construction funding, as
administered by the DOH State Revolving Fund (SRF) program.
Interested parties or firms are invited to demonstrate recent experience with
Wastewater Treatment Plant design. Demonstrated experience of successful design

3. ISLAND-WIDE PROTECTIVE COATING ASSESSMENT AND DEVELOPMENT OF
A COATINGS MANAGEMENT PROGRAM. The County of Kauai is seeking a
Professional Service Provider with expertise in materials science and/or corrosion
engineering to provide an assessment of the condition of the existing protective
coatings at structures and mechanical equipment at the County’s four (4)
wastewater treatment plants (WWTP’s) and nineteen (19) Sewage Pump Stations
(SPS’s), and based on the condition assessment, to develop recommendations for
an Island-Wide Coating Management Program. Work will include the materials
science and/or corrosion engineering expertise necessary to assess and document
the condition of the existing protective coatings; estimate the degree and extent of
corrosion or deterioration of the underlying steel or concrete structures or equipment;
evaluate the surface preparation requirements necessary for re-coating of the
equipment or structure; prepare coating specifications for re-coating; and prepare
recommendations for establishing a Coatings Management Program. The Coatings
Management Program will identify the anticipated schedule and estimated annual
expenditures necessary for a strategic coating maintenance program intended to
minimize asset management life-cycle costs. Included in the Coating Management
Program will be recommendations for surface preparation and coating system
specifications to be used for future recoating projects.
Interested parties or firms are invited to demonstrate recent experience with
conducting condition assessments on coated steel and concrete structures or
equipment, preparation of specifications for surface preparation and coating
applications, and preparation of condition-based Coatings Management Program
recommendations at commercial or industrial facilities.

4. LIHU’E WASTEWATER TREATMENT PLANT (WWTP) LABORATORY
RENOVATION ARCHITECTURAL SERVICES. The County of Kauai is seeking
Architectural Services to provide plans, permitting, specifications, bid documents,
and services during bidding and construction for renovation of the County’s
wastewater laboratory, which is located at the L?hu’e WWTP. Work will include
assisting the County with replacement of windows, doors, cabinets, counter spaces,
air conditioning systems and the interior surface coatings, along with other interior
finish details.
Interested parties or firms are invited to demonstrate recent experience with
preparation of building permit plans, including air conditioning systems, for
commercial or governmental facilities in Kaua’i County.

4. The age of the firm and its average number of employees over the past five (5) years.
5. A list of similar projects undertaken and completed within the last five (5) years
(including dates), the amount of the projects, owners of the projects and the scope
of work performed.
6. The names of up to five (5) clients who may be contacted, including at least two (2)
for whom services were rendered during the preceding year.
7. Capacity to complete the work in the required time.
8. Any other pertinent data that should or may be considered in the evaluation of the
firm’s qualifications.
Resumes may be amended at any time by filing a new statement. Any change in resumes that will
be cause for disqualifying the firm from consideration for award shall be immediately reported to
the Director of Finance.
